- Description
- SOLICITATION NOTICE - The Government intends to issue an Invitation for Bids (IFB) for construction of the New Cereal Crops Research Unit (CCRU) in Madison, Wisconsin. PROJECT SUMMARY: The New Cereal Crops Research Unit will be a 34,000 square foot one-story metal, brick and glass structure with a center courtyard. The building will contain administrative, research offices, laboratories (research labs, quality analysis labs, greenhouse) and building support spaces. The project includes demolition of two laboratory buildings - a one-story masonry structure with a basement totaling approximately 25,000 square feet and a three-story masonry structure with a basement totaling approximately 19,000 square feet. Asbestos and lead paint removal are required in both structures to be demolished. The re-developed 3-acre site will consist of the new laboratory building and adjacent single isle 33 space parking lot. Site work includes grading and all utilities. The solicitation will include (4) four Optional Line Items that will be evaluated at award. The Optional Line Items are as follows: 1) Construction of Greenhouse and associated head house, 2) Electric Generator, 3) Media Prep. Laboratory Equipment, and 4) Millwork/Lab Upgrade. The project is located in Madison, Wisconsin. The completion time is 18 months after notice to proceed is issued. The estimated price range for the project is between $5,000,000 and $10,000,000. The NAICS code is 236220, with a size standard of $28.5 million. This procurement will be conducted on an unrestricted basis using sealed bidding procedures. Large business firms will be required to submit a subcontracting plan with goals for small, small disadvantaged, woman-owned small, HUBZone small, and service-disabled veteran-owned small businesses. A bid bond and Miller Act Performance and Payment Bonds will be required. Solicitation No. 20-3K15-04, EXCLUDING drawings and specifications, will be available for viewing on FedBizOpps (www.fedbizopps.gov), on or about June 30, 2004. The drawings and specifications will NOT be available on FEDBIZOPPS. Hard copy sets of Plans and Specifications will be available for purchase on or about June 30, 2004 for a NON-REFUNDABLE FEE of $225.00. The written request and the check or money order MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, 5601 Sunnyside Avenue, Mail Stop 5124, Beltsville, Maryland 20705. The checks or money orders are non-refundable and shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE, ELECTRONIC, OR FACSIMILE REQUESTS FOR THE SOLICITATION PACKAGE WILL NOT BE ACCEPTED. A single pre-bid conference and site visit will be conducted in Madison, Wisconsin on July 14, 2004, 9:30 AM central time, at 504 Walnut St., Madison WI 53726. Attendance at the site visit is not mandatory but it is strongly encouraged. Potential subcontractors are encouraged to attend the Pre-Bid Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. The Bid Opening will be on or about August 10, 2004, 2:00 PM (Central time) at the U.S. Department of Agriculture, Agricultural Research Service, Administrative Office, ATTN: Jean Weinbrenner, 1925 Linden Drive West, Madison, Wisconsin 53706. Due to heightened security at Government buildings, bidders are encouraged to send their bids via overnight mail. If bids are sent via regular mail, please allow an additional five (5) days for mail scanning.
