Description
U-EDUCATIONAL SERVICES - The U.S. Department of Commerce/NOAA intends to negotiate with Illinois Education Associates for an Xtreme Weather interactive CD-ROM and Teachers Guide in accordance with the below statement of work. - Statement of Work Currently, no statewide curriculum or interactive educational program is available for K-12 students about severe weather safety precautions and appropriate preparedness actions. This project is designed with students and teachers in mind to create a favorable environment for life-long learning of severe weather safety knowledge plus exposure to careers in meteorology. It is intended to produce a new generation of weather safety conscious citizens as we feature the relevance of meteorology to daily living and saving lives. Goals: ? Prepare students to make appropriate severe weather safety decisions for protection of life and property. ? Empower students to educate their families about severe safety procedures. . Support and expand the Illinois health, life, safety requirements and school policy concerning safe school contingency plans. . Enhance safety preparedness, natural science, math, career and consumer education curricula. ? The immediate goal of the Xtreme Weather project is to distribute this CD-ROM and Teacher Workbook to 500 teachers in the state of Illinois. Program Description: The Xtreme Weather program is designed to be highly interactive and developmentally appropriate. The program will include a CD-ROM with interactive animation, video stream (visual and sound) and literary text references. The weather safety hazards to be covered include: thunderstorms/lightning, tornadoes, hurricanes, heat, winter storms, flash floods/floods, and NOAA Weather Radio system. ? Teachers will have curriculum materials aligned with the state and national learning standards and goals to enhance classroom instruction. ? Educators will receive materials suitable for their school district technological capabilities including Teacher Guide with presentation materials and interactive CD-ROM. ? Educators will receive specialized training and follow-up technical support that includes accreditation units (continuing professional development units and continuing education units) that contribute to state teacher certification requirements. Tasks: (1)Complete the CD-Rom content and navigation system. (2)Field-test the Beta CD-ROM in middle grades classrooms in select Illinois and Maryland schools. (3)Finish the draft Beta CD to a final version. (4)Produce quantities of both the Xtreme Weather CD-Rom and Teacher Guide for middle grade entities throughout Illinois. (5)Distribute Illinois middle grade teachers trained in the Xtreme Weather Program and committed to pilot the safety preparedness curriculum in Illinois. (6)Provide initial teacher training and technical assistance with the final version. (7)Display the NOAA/Commerce logo as a co-sponsor on all appropriate promotional, informational and display/exhibit materials. Offeror's who believe they can meet this requirement are required to submit in writing an affirmative response from acknowledged entities as having expertise and a high level of competency in the field. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the address contained at the header or faxed to 301-713-0808 to the attention of G.
