Description
The National Oceanic and Atmospheric Administration (NOAA), Geophysical Fluid Dynamics Laboratory (GFDL), Princeton, New Jersey, is issuing notice of intent to negotiate a sole source procurement, with possible option years, with Mr. Robert Tuleya to conduct a study on climate impacts on hurricane intensity. GFDL has conducted extensive research investigating the impact of global warming on hurricanes, which has resulted in several studies. The proposed research requirement is an expansion of previous collaborations in this area. The Contractor shall design and set up experiments using the GFDL hurricane model and shall provide scientifice and model programming advice to GFDL staff on both the GFDL hurricane model and tropical cyclones including: development of a high resolution GFDL hurriance model experimental design to extend GFDL's work on hurricane intensity: testing of the impact on previous results of different climate model generated environmental initial conditions; and testing of the sensitivity of intensity and precipitation results to changes in physical parameterization. Robert Tuleya is a leading hurricane scientist and an expert on the development and use of the GFDL hurricane Model. He is also the only person known to possess the knowledge, skills and abilities to meaningfully contribute to the collaboration, in addition to the ability to assess the hurricane aspects of this research. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 01, 2004. Written request may be faxed to (757)441-3786. Telephone request will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
