- The U.S. Department of Education (ED) intends to award a purchase order to procure services for analysis and technical assistance to tribal education departments (TEDs). This procurement is not to exceed twelve months. The Office of the Under Secretary is responsible for the administration and oversight of programs designed to improve the educational opportunities of America's school age population, ages five through seventeen. The Office of Indian Education is responsible for implementing Title VII of the No Child Left Behind act which focuses on the education of American Indians and Alaskan Natives from preschool to graduate school. The specific purpose of this procurement is for the contractor to develop a model format for a State of Reservation Education (SRE) reporting system for the TEDs. The SRE reporting system shall collect pertinent baseline data and information on tribal programs that serve tribal students. The contractor shall also develop a model leadership-training program for TEDs. The program shall include network building and collaboration; understanding the role of TEDs; laws and policies governing tribal students; developing leadership knowledge in strategizing; negotiating and data based decision making; and conducting effective scientifically based research and analysis. This purchase order is intended as a sole source award to be made to the Native American Rights Fund (NARF), 1506 Broadway, Boulder, CO 80302. NARF is the only Indian organization that is working with all 110 tribal education departments to establish the Tribal Education Departments National Assembly. The TEDs have selected the Native American Rights Fund to represent TEDs collectively in discussions and meetings with Federal agencies. However, all responsible sources may request a copy of the statement of work and submit a bid, proposal, or quotation, which shall be considered by the department.
