Description
The Health Resources and Services Administration (HRSA) intend to negotiate under FAR Part 13 ? SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with Quality Resources Systems, Inc. (QRS), 11350 Random Hills Road, Suite 100, Fairfax, VA 22030 The NAICS Code is 541618 with a small business standard of $6 million. This acquisition is to provide services to test the relationship between Title VII supported medical schools and residencies in graduate medical schools and residencies in graduate medical education in the production of primary care physicians, both overall and for those choosing to practice in rural and medically underserved communities. Primary care is defined as those physicians in clinical practice trained in family medicine, general internal medicine, and general pediatrics. The project is designed to measure the effectiveness of these programs over time and will be national in scope. The study will determine whether primary care physicians who practice in underserved and rural areas are more likely to have trained in schools and postgraduate residency programs receiving Title VII funding than physicians. QRS is the sole owner of the enhanced 1999 American Medical Associations (AMA) Masterfile required to conduct this study. The Masterfile has been augmented by data provided by QRS on physicians' training histories, the names of their medically schools and years of matriculation and graduation, intuitions where the physicians' received their postgrade training and the physicians' current practice location. There currently is no other Masterfile available to retrieve this type of data required to perform this service. Any other organization that attempts to development this type of masterfile would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, Quality Resources Systems, Inc. is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 ( c ), (1) as set forth in FAR 6.302-1 (B) (1).
