Description
The National Institute of Environmental Health Sciences (NIEHS) is soliciting proposals for conducting short term testing which will assist the National Toxicology Program in the toxicologic characterization of chemicals. The National Toxicology Program will provide a chemical?specific protocol outline for each chemical to be studied under this contract. Specific chemical studies to be conducted will be issued as Work Assignments to the contract. The basic contract award shall provide for the conduct of the following: One (1) Administrative Work Assignment per year, Three (3) 14-day repeated dose studies (gavage or dermal), Three (3) 14-day dosed feed or water studies, Six (6) 90-Day Study (Gavage, Dosed Feed, Dosed Water, and/or Dermal), Two (2) 26-Week Study (Gavage, Dosed Feed, Dosed Water, parenteral and/or Dermal, and RNA preparation from approximately 400 tissues (liver and kidney or other tissue specified by protocol) for differential gene expression. The Government may, pending the availability of funds, exercise one option in each year of the contract for the conduct for the following: Additional effort added to administrative work assignment, Three (3) 14-Day repeated dose studies (Dosed Feed, Dosed Water, Gavage or Dermal), Three (3) 90-Day Study (Gavage, Dosed Feed, Dosed Water or Dermal), and One (1) 26-Week Study in genetically modified mice to include body weights, clinical observation and histopathologic evaluation of tissue. The offeror shall have experience performing perinatal studies and dosing neonatal pups by gavage. The types of chemicals to be studied may include but shall not be limited to industrial solvents, plasticizers, food preservatives and colorants, drugs, pesticides, and heavy metals. Most studies will involve rats and mice; however, some studies may include rabbits, guinea pigs, and dogs. These studies will be conducted according to the Specifications for the Conduct of Studies to Evaluate the Toxic and Carcinogenic Potential of Chemical, Biological and Physical Agents in Laboratory Animals for the National Toxicology Program? dated August, 1992, with subsequent revisions. This work shall be performed in accordance with the Good Laboratory Practice Regulations established by the FDA for Nonclinical Laboratory Studies; Final Report (Fed. Register, Vol. 52, #172, Friday September 4, 1987, pp 33768-33782; 21 CFR Part 85). Award of one cost-reimbursement, term form, level of effort, work assignment type contracts with an estimated period of performance of five years and depending on need, the availability of funds, additional one year options may be required on an annual basis for optional studies. Depending on the need, contractor?s performance, availability of funds, Years 6, 7, 8, 9 and 10 shall have the same requirements as those listed under the base contract and the optional studies. It is estimated that approximately 8,000 Senior Professional, 10,000 Professional, and 38,000 Technical for a total of 56,000 labor hours per year for the base contract and optional years 6 through 10. It is estimated that approximately 3,400 Senior Professional, 4,400 Professional, and 16,300 Technical for a total of 24,100 labor hours per year for the base contract (Years 1 through 5) and on an annual basis for Years 6 through 10 for the optional studies). The anticipated release date of the request for proposal is July 8, 2004 with proposals due August 23, 2004.
