- The Omaha District, U.S. Army Corps of Engineers intends to negotiate a Sole-Source contract with RAS Integrated Subserface Evaluation located in Golden, Colorado for a three-year, firm-fixed price indefinite delivery/indefinite quantity contract wit h a maximum capacity of $2 million to provide borehole geophysical services. To be considered a viable source, contractors are required to provide documentation that clearly demonstrates the following capabilities required to support determination of aqui fer physical (e.g., fracture spacing, fracture orientation, lithology, overburden proosity, overburden and bedrock geotechnical properties) and hydraulic (e.g., vertical and horizontal ground water flow rates, horizontal flow directions) parameters: 2) St andard Geophysical Methods: Natural Gamma; Caliper; In-situ Water Quality/Fluid Properties (temperature, pH, oxidation-reduction potential, specific conductance, dissolved oxygen); Normal Resistivity (8-in, 16-in, 32-in, 64-in); Focused Resistivity; Singl e Point Resistance (SPR)/Spontaneous Potential (SP)/Current; Induction; Neutron; Density; Downhole Geophone; Acoustic Televiewer (ATV); Optical Televiewer (OTV); Downhole Camera; Heat Pulse Flow Meter; Cross-hole seismic and resistivity; b) Aquifer Testin g and Related Capabilities: Demonstrated ability to implement aquifer testing using either injection or withdrawal methods. The method shall allow isolation of the zone being tested and allow for simultaneous independent pressure measurements above, belo w, and in the isolated zone. Demonstrated ability to determine porosity for overburden (unconsolidated) material inside a plastic-cased borehole. Demonstrated ability to determine horizontal ground water flow direction using colloidal borescope flowmeter techniques. Demonstrated ability to determine borehole inflow and outflow zones, under ambient and pumping conditions, in low-yield (less than 2 gallons per minute)wells. Demonstrated ability to determine connectivity of fractures between boreholes usin g borehole geophysical logging techniques. Demonstrated ability to provide training on borehole logging procedures, techniques, and interpretation. Demonstrated ability to synthesize and interpret multiple geophysical logging techniques to improve confid ence in the resultant site conceptual model and physical/hydraulic parameters obtained. The size standards to determine small business for this requirement is $4 million based on NAICS 541990, All Other Professional, Scientific and Technical Services. Contractors capable of providing services that are consistent with the above requirements must provide qualifications, and the information provided must include , as a minimum: 1) business size and type, including copy of applicable small business certifications (Section 8(a) and HubZone); 2) A listing of available technical expertise to execute this contract. If no affirmative written documentation is received within 15 calendar days of this synopsis, USACE will proceed with negotiations to issue a contract to RAS Integrated Subsurface Evaluation.
