Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation and the solicitation number is BCQ041006. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21. The NAICS code is 115310 and the small business size standard is $5.0 million. The USDI, Bureau of Land Management, Ukiah Field Office, located in Ukiah, CA has the following requirement: (This form can be used to submit your quote and can be faxed to 707-468-4061 or you may send your quote electronically. Quotes are due July 2,2004 by 12 p.m. midnight and can be faxed, send electronically or mailed to 2550 North State Street, Ukiah, CA 95482, attn: Linda Stewart.) Location: Project begins at the junction of Highways 20 and 16 at Bear Creek (T14N., R5W., SEC. 36, NESE) and follows Bear Creek for 7.5 miles to the Colusa/Yolo County Line (T13N., R4W., SEC. 32, SWSW). The project area includes 21/2 miles of Thompson Canyon a tributary to Bear Creek (T14N., R5W., SEC's. 13 & 14). Environmental Conditions: The project area generally borders Highway 16. Approximately 40% of the project area is flat benches and terraces accessible to 4x4 trucks and ATV's. Approximately 60% of the area is rugged canyon terrain where vehicle access is severely restricted due to rocks and boulders. Bear Creek water is highly basic and mineralized. Tamarisk plants range from seedlings to a height of 20 feet to 25 feet. Thompson Canyon is a retreatment area where crown sprouting has occurred and the plants are up to 6 feet in height. The area is 80% accessible by ATV's. Description of Work: 1) Eradicate tamarisk following Bear Creek and Thompson Canyon Colusa Co. CA. by applying pesticide to all tamarisk shrubs located greater than 10 feet from waters edge. It is anticipated the contractor will complete the project in 7 to 10 working days. Site Tour: A site tour will be held June 28, 2004. Interested parties can meet directly across from the entrance to the California Department of Forestry and Fire Prevention Station at the intersection of Highway 20 and Highway 16 at 10 a.m. Year 1: August 2, 2004 - September 30, 2004 Quote_________________________________________________ a) The contractor is required to supply all pesticides, adjuvant, dye, water and equipment necessary to complete the project. b) Contractor must use the pesticide Stalker in combination with Round Up Pro, the adjuvant Hasten and purple dye as specified in the Environmental Assessment. c) Pesticide will be evenly applied to each shrub. Shrubs may reach a height of 25 feet. d) Pesticide will not be applied within 10 feet of standing or moving water. Pesticide will be directed away from water where possible. e) Pesticide will not be applied if the wind speed exceeds 10 MPH. f) Pesticide will not be applied to the private land near the south end of Bear Creek (T13N., R4W., SEC. 32, SWNW). This exclusion area will be marked by BLM. g) Pesticide will not be applied within the Department of Agricultural Study Site by Cowboy Camp. This exclusion area will be marked by BLM. h) Contractor may have to supply highway caution signs indicating "Road Work" when tamarisk plants are in the Highway 16 Right-of-Way. BLM has applied for an Encroachment Permit. i) Contractor may pull out seedlings. Pulled seedlings must be thrown out of the creek bed so that they cannot come in contact with water and resprout. Year 2: August 1, 2005 - September 30, 2005 Quote_________________________________________________ a) The contractor is required to supply all pesticides, adjuvant, dye, water and equipment necessary to complete the project. b) It is anticipated that 10 percent to 25 percent of the tamarisk plants will resprout or portions will show no damage from the previous year's pesticide application. Contractor will revisit the project area in August, 2005 and reapply pesticide to all resprouts, seedlings, missed plants, top of plants, and stems still alive from the previous year's application. c) Contractor must use the pesticide Stalker in combination with Round Up Pro, the adjuvant Hasten and purple dye as specified in the Environmental Assessment. d) Pesticide will not be applied within 10 feet of standing or moving water. Pesticide will be directed away from water where possible. e) Pesticide will not be applied if the wind speed exceeds 10 MPH. f) Pesticide will not be applied to the private land at the south end of Bear Creek (T13N., R4W., SEC. 32, SWNW). This exclusion area will be marked by BLM. g) Pesticide will not be applied in Department of Agricultural Study Site by Cowboy Camp. Year 3: August 2, 2006 - September 30, 2006 Quote_________________________________________________ a) The contractor is required to supply all pesticides, adjuvant, dye, water and equipment necessary to complete the project. b) It is anticipated that 5 percent of the tamarisk plants will resprout or portions will show no damage from the previous year's pesticide application. Contractor will revisit the project area in August, 2006 and reapply pesticide to all resprouts, seedlings, missed plants, top of plants, and stems still alive from the previous year's application. c) Contractor must use the pesticide Stalker in combination with Round Up Pro, the adjuvant Hasten and purple dye as specified in the Environmental Assessment. d) Pesticide will not be applied within 10 feet of standing or moving water. Pesticide will be directed away from water where possible. e) Pesticide will not be applied if the wind speed exceeds 10 MPH. f) Pesticide will not be applied to the private land at the south end of Bear Creek (T13N., R4W., SEC. 32, SWNW). This exclusion area will be marked by BLM. g) Pesticide will not be applied in Department of Agricultural Study Site by Cowboy Camp. Stipulations: a) Contractor must be a Certified Herbicide Applicator licensed in the State of California and be familiar with all Personal Protective Equipment specified for each herbicide. b) Contractor must provide written documentation in the quote of your company's capability to cover plants up to 25 feet with pesticide in rugged canyon terrain where vehicle access is severely restricted. c) The contractor must supply their own water for mixing pesticides. Bear Creek water cannot be used due to alkalinity and mineralization. d) Contractor is responsible for any cleanup of herbicide spillage. BLM will be notified immediately of any spillage and the site will be flagged. Contractor will provide the BLM with a Hazardous Material Spill Contingency Plan to be approved before spraying begins. The plan will include the name and location of an approved disposal facility. Contractor is responsible for any expenses relating to cleanup and disposal. e) Contractor will notify BLM when work begins by calling 707-468-4000 - (Pardee Bardwell or Gregg Mangan). f) Contractor will notify BLM when work is completed by calling 707-468-4000 - (Pardee Bardwell or Gregg Mangan). Work will be completed by September 30, 2004 (Year 1) and September 30, 2005 (Year 2). g) Contractor may use existing trails for ATV and 4X4 vehicle access. ATV's may use bench lands. h) Contractor may not remove any cultural or historical artifacts. No cordwood cutting is permitted. i) Contractor must maintain locked gate closure. Gates will be locked on every entry and departure. Contractor is responsible to contact BLM regarding combination changes at locked gates. j) It is illegal to bring into the United States, to transport or harbor aliens who do not have a proper visa for entry and working in the country (U.S.C. 1323-1325). If the COR or Project Inspector suspect violations during the performance of work on this contract, it will be reported to the U.S. Immigration and Naturalization Service for investigation and appropriate action. k) Contractor may only work on weekdays, not weekends. l) Access is for the performance of official duties - no hunting, fishing or recreational 4x4 or ATV use. m) Camping during the official work period is allowed. Campsites must be approved by the COR or the Cache Creek Natural Area Manager, Gregg Mangan. Cowboy Camp will not be available as a camp site due to closures. n) Contractor must abide by existing fire regulations and closures. No burning of cut material is allowed. o) Contractor's vehicles must have signs clearly visible stating "BLM Contractor". The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial and 52.212-4, Contract Terms and Conditions-Commercial Items.
