Description
The Naval Air Systems Command has a requirement for ENGINEERING AND TECHNICAL SUPPORT SERVICES for the Naval Air Warfare Center, Aircraft Division Warfare Analysis Department, AIR 4.10. This is a sources sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Warfare Analysis Department performs warfare analysis that involves the application of analytical techniques to assess and improve the effectiveness and efficiency of Naval Operations. Analysis related support involves the application of warfare models and simulations. Modeling and Simulation (M&S) provides a powerful source of analysis data for studying options in military campaigns, force structure, concepts of operations (CONOPS), tactics, strategy, weapon capabilities, and cost-wise readiness in the near- and far-term. Additional analysis-related efforts include programmatic support in the execution of warfare analysis efforts such as task planning, scheduling and documentation. REQUIREMENTS The contractor shall have the capability to perform work at the Top Secret ? Sensitive Compartmented Information (SCI) level, or special project level with a notice of 2 weeks. The contractor shall employ security protection and ensure security for all efforts. The contractor shall provide engineering/technical services and the material required to support the analysis related tasks related to the following Department of Defense (DOD) and Department of Homeland Security (DHS) warfare areas: Anti Air Warfare Amphibious Warfare Anti Surface Warfare Anti Submarine Warfare Command, Communications, and Control Warfare Command Control and Communication Fleet Support Operations Intelligence Information Warfare Logistics Mine Warfare Mobility Non-Combat Operations Naval Special Warfare Strike Warfare Special Warfare Homeland Defense Electronic Warfare Knowledge of these warfare areas are specifically applied to the following analysis areas: Joint Capabilities Integrated Development System (JCIDS) Analysis Acquisition Analysis and Support Operational Analysis Survivability and Vulnerability Analysis Threat Analysis Conceptual Analysis Systems Analysis Readiness, Force Level and Affordability Analyses Cost Analysis In addition, related analysis efforts are included, such as the following: Modeling, Simulation and Analysis-Related Support Software Development MS&A Infrastructure WEB-Based Applications and Websites Support Data Analysis Fleet and Operational Support AIR-4.10 Quality Assurance Support LABOR QUALIFICATIONS The contractor is required to provide personnel having professional and technical experience, which will ensure accomplishment of the tasks specified in the statement of work. The specified experience included as part of the required qualifications shall be obtained in the fields of endeavor indicated, and, unless stated otherwise, experience must have been obtained within the last ten years. Experience is determined from the date of the BS degree. Experience must be relevant. Key Labor Categories Labor categories and estimated level of effort per year for each labor category are given below. The years experience required depends on the degree the proposed individual holds. Years of experience are measured from the BS degree. The labor category information also contains the minimum number of resumes (PDF) required for each labor category. In their proposal, the contractor must certify how many hours that the individuals whose resumes (PDF) are submitted shall be able to work on this program. If any individual cannot work full time (2000 hrs/yr), then additional resumes must be submitted until the hour requirements are met. For example, the Sr. Programmer/Analyst position, if only four resumes (the minimum) are submitted, the contractor must certify that all four individuals are available for a total of 2000 hrs/year. If four or more lead engineer resumes are submitted the contractor shall certify the hours available for each person and that total shall meet or exceed 8000 hrs/yr. Program Manager (1 man-year) A Masters Degree in Engineering or a corresponding scientific discipline from an accredited college or university is required, and a minimum of 15 years (measured from BS degree) of recent and relevant experience in analysis of weapon systems with extensive experience as a principal investigator or project manager. Experience must include recent analysis of weapons systems readiness, supportability and design issues. The proposed employee must demonstrate the ability to provide guidance, direction, and supervision in a broad range of analyses pertaining to Joint Capabilities Integrated Development System (JCIDS) analysis, acquisition analysis and support, operational analysis, survivability and vulnerability analysis, threat analysis, conceptual analysis, systems analysis, readiness, force level and affordability analyses, and cost analysis. Experience and expertise in performing and managing the technical work discussed above and in the statement of work must be identifiable. Senior Operations Research Analyst (ORA)/Engineer (12 man-years) A Bachelor's Degree in Engineering, Physics, Mathematics, Computer Science or similar quantitative discipline from an accredited college or university and a minimum of eight (8) years (measured from BS degree) progressive professional experience in managerial and technical assignments in engineering or operations research. This experience must include research, collection, and organization of data for use in problem analysis; mathematical modeling, and application of analytical techniques to the evaluation of aircraft weapons systems readiness and supportability problems; and project leadership responsibilities for tasking involving weapon systems materials cost/effectiveness analysis. At least one individual in this category must also have four (4) years experience in S&V analyses, which may or may not be part of the above mentioned eight (8) years progressive professional experience. All of the above required experience must have been acquired within the previous 10 years. Experience and expertise in performing and managing the technical work discussed above and in the statement of work must be identifiable. Senior Programmer/Analyst (4 man-years) Shall have an MS degree and at least 4 years applicable experience (measured from BS degree), or a BS degree and at least 6 years applicable experience (measured from BS degree). Degrees must be in operations research analysis, engineering, computer science or mathematics. Work experience must encompass the design, development, testing and documentation of software into a constructive simulation and analysis environment. Non-Key Labor Categories Senior Scientist A Masters Degree in Engineering or Operations Research from an accredited college or university is required and a minimum of 15 years (measured from BS degree) of recent and relevant progressive experience in modeling and simulation methodology development and application in support of aviation and weapons system analysis. Experience and expertise in performing and managing the technical work discussed above and in the statement of work must be identifiable. ORA/Engineer Shall have a Bachelor's Degree in Engineering, Physics, Mathematics, Computer Science, or similar quantitative discipline from an accredited college or university. This individual must have at least six (6) years (measured from BS degree) progressive professional experience in technical assignments in engineering or operations research. Must have experience in gathering and statistically organizing data for use in problem analysis and modeling of weapon systems operations and supportability, cost/benefit analysis, and determination of supportability resource requirements. At least two (2) individuals in this category must also have three (3) years of experience with S&V analyses. Experience in executing routine computer operating system commands on PCs, COTS word processing, spreadsheet, and/or database application operations on PCs; writing operating system scripts and/or COTS word processing, spreadsheet, and/or database application macros; and writing code in current versions of standard procedural and/or object oriented programming languages is required. Knowledge, understanding, and experience with the technical work discussed above and in the statement of work must be identifiable. Junior ORA/Engineer Shall have a Bachelor's Degree in Engineering, Physics, Mathematics, or Computer Science or similar quantitative discipline from in accredited college or university and at least three (3) years (measured from BS degree) progressive professional experience in technical assignments in engineering or operations research. Must have experience in data collection and statistical analysis, modeling for weapon systems applications. At least one (1) individual in this category must have one (1) year of S&V modeling and/or analyses experience. Experience in executing routine computer operating system commands on PCs, COTS word processing, spreadsheet, and/or database application operations on PCs; writing operating system scripts and/or COTS word processing, spreadsheet, and/or database application macros; and writing code in current versions of standard procedural and/or object oriented programming languages is required. Some knowledge, understanding, and experience with the technical work discussed above and in the statement of work must be identifiable. Analyst Bachelor?s Degree from an accredited college or university and must have at least three (3) years (measured from BS degree) of relevant professional experience involving analysis of weapon systems supportability, readiness and design issues. Eight (8) years applicable experience may be substituted for a degree with at least three (3) years of relevant professional experience involving analysis of weapon systems supportability, readiness and design issues. Experience in executing routine computer operating system commands on PCs, COTS word processing, spreadsheet, and/or database application operations on PCs; writing operating system scripts and/or COTS word processing, spreadsheet, and/or database application macros; and extraction and use of DBMS data elements to analyze trends and track the status of weapon system readiness and support systems performance is desired. Knowledge, understanding, and experience with the technical work discussed above and in the statement of work must be identifiable. Data Technician Must have completed appropriate training courses for the DBMS and information management and language packages to be used and have at least one (1) year's experience utilizing these packages. Experience in executing routine computer operating system commands on PCs, COTS word processing, spreadsheet, and/or database application operations on PCs; writing operating system scripts and/or COTS word processing, spreadsheet, and/or database application macros is desired. Technical Writer Associates degree in English or engineering total of at least 3 years experience technical writing or editing or high school diploma with a minimum of 6 years experience with direct involvement technical writing and editing. At least 3 years experience with Microsoft Word and Excel is required. Programmer/Analyst Shall have a BS degree in operations research analysis, engineering, computer science or mathematics with class work in modern programming languages. No experience is required. Simulation Technician High School Diploma with at least 2-years total experience fabricating, integrating maintaining, testing and repairing hardware. Technical Assistant, Computer Programming High School Diploma with a minimum of 6 months total experience in the operation of computer, data entry and output compilation. Technical Assistant, Software Support High School Diploma with two years experience in the application of software used in specifically designed complex business or technical applications for PC or large computer processing systems. Technical Assistant, Project Management High School Diploma with a total of at least 2 years experience in budgetary and financial systems, analysis and written presentation of financial and technical data and information relating to the area of budgets and finance. Administrative High School diploma with at least 3 years total experience in word processing and typing, clerical work and utilization of financial database systems. The applicable SIC Code for this requirement is 8711. The applicable NAICS Code for this requirement is 541330. The estimated total level effort is approximately $25M for a period of five years (base & 4 options). This action is a follow on to contract N00421-99-C-1626, which is due to expire on 11 January 2005. The incumbent contractor is The Bionetics Corporation, Ketron Division, 11833 Canon Blvd., Suite 100, Newport News, VA 23606-2589. The Government will be determining to award a single Cost Plus Fixed Fee contract to the offeror who provides the best overall value to the Government, cost and non-cost factors considered, or multiple Cost Plus Fixed Fee contracts to the offerors who provide the best value for particular tasks. Subcontracting would be encouraged. This is a sources sought synopsis; feedback from industry is sought regarding the requirements stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP).
