- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division has a requirement for organizational development support services. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) will be the primary user of the effort and the following Divisions of NSWC will also be supported: Carderock and Indian Head. The scope of the contract will focus on providing a mechanism of professional support and assistance to m anagers in their continuing efforts to enhance the effectiveness of their portion of the organization. Due to the individualized needs of managers requesting assistance, the projects involved may be quite varied in nature, magnitude, and complexity. Support will include Leadership Development Training, Organizational Development, Teambuilding and Coaching, Facilitation Support, and Projects and Interventions. The resultant contract will be a five-year Indefinite Delivery/Indefinite Quantity type contract with Cost-Plus-Fixed-Fee pricing provisions. Both term and completion type pricing arrangements will be used. This contract will be awarded as Performance Based. A Best Value Source Selection process will be utilized. This acquisition will be solicited on an unrestricted full and open competition basis. The NAICS code is 541612. The RFP number will be N00178-04-R-3 094. There is one mandatory requirement that must be met: (1) Workforce Location ? A minimum of 80% of all proposed key personnel who are to be direct charged to this contract must be located within two hours driving time of NSWCDD, Dahlgren, VA. The contractor?s primary facility supporting this acquisition must be located such that the contractor can respond to a requirement and have personnel at NSWCDD, Dahlgren, VA within two hours by surface transportation. This acquisition is a follow-on to NSWCDD contract N00178-98-D-3018 with Macro International, Inc., 11785 Beltsville Drive, Suite 300, Calverton, MD 20705. It is anticipated that the Request for Proposal (RFP) will be available on the NSWCDD Procurement Division homepage (http://www.nswc.navy.mil/supply/) by 30 June 2004. The solicitation will be open for 45 days. The contract award date is targeted for perfor mance to begin on 1 October 2004.
