- Synopsis for the Phase 2 of the Public Restroom Renovation project for the Byrne/Green Complex, 600 Market Street, Philadelphia, PA. THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE. The NAICS code for this project is 238220. The Base and five Options are as follows: A. Base: Renovate the ninth (9th) floor men?s & women?s restrooms located on the East and West sides of the Green Federal Building. All dampers and ceiling registers located within the restrooms shall be adjusted to provide the proper air flow. New ceiling registers shall be provided for all restrooms. Provide new ball valves on the domestic water lines for all restrooms. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle for all restrooms. Remove the existing pressure reducing valves, petcocks and gauges and provide new valves, petcocks and gauges. Valves must be adjusted to the proper pressure. B. Option 1: Renovate the men?s and women?s restrooms located in the linkway between the Green Federal Building and Byrne Federal Courthouse. Provide new ceiling registers within the restrooms. Provide new ball valves on the domestic water lines. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle. Remove the existing pressure reducing valves. Remove the existing pressure reducing valves, petcocks and gauges and provide new valves, petcocks and gauges. Valves must be adjusted to the proper pressure. C. Option 2: Renovate restrooms located on the tenth (10th) floor within the Green Building. Provide new ceiling registers within the restrooms on the fourth floor. Provide new ball valves on the domestic water lines. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle. Remove the existing pressure reducing valves, petcocks and gauges and provide new valves, petcocks and gauges. Valves must be adjusted to the proper pressure. D. Option 3: Renovate restrooms located on the eighth (8th) floor within the Green Building. Provide new ceiling registers within the restrooms on the fourth floor. Provide new ball valves on the domestic water lines. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle. Remove the existing pressure reducing valves, petcocks and gauges and provide new valves, petcocks and gauges. Valves must be adjusted to the proper pressure. E. Option 4: Renovate restrooms located on the seventh (7th) floor within the Green Building. Provide new ceiling registers within the restrooms on the fourth floor. Provide new ball valves on the domestic water lines. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle. Remove the existing pressure reducing valves, petcocks and gauges and provide new valves, petcocks and gauges. Valves must be adjusted to the proper pressure. F. Option 5: Renovate restrooms located on the sixth (6th) floor within the Green Building. Provide new ceiling registers within the restrooms on the fourth floor. Provide new ball valves on the domestic water lines. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle. Remove the existing pressure reducing valves, petcocks and gauges and provide new valves, petcocks and gauges. Valves must be adjusted to the proper pressure. Special Conditions and/or Requirements (If Applicable): A. Basis of Award: The Government intends to make an award to a responsive, responsible offeror. The evaluation of each proposal will be based on price, the Public Buildings Service Contractor Performance System (CPS) rating system, and the following Definitive Requirement Criteria: 1. Experience and Qualifications (Past Performance and Experience on Similar Projects): a. The bidder shall have completed a combined total of $1,500,000 worth of architectural, HVAC, plumbing and electrical renovation projects in a fully occupied high-rise building since year 2000. b. The bidder must demonstrate that he/she has successfully completed two (2) commercial restroom renovation projects with a combined total at least $400,000 or a single project with commercial restroom renovations worth at least $400,000. c. The bidder must demonstrate his/her knowledge of the International Plumbing Code, International Mechanical Code and the Uniform Federal Accessibility Standards (UFAS) or the American with Disabilities Act (ADA). d. The bidder must submit at least three (3) references from previous construction projects. 2. Personnel Qualifications: a. Project Manager must have a minimum of 3 years experience in the administration of construction projects involving architecture, HVAC, plumbing and electrical work costing over $1,000,000. b. Project Manager must have been an employee of the bidder during the previous two (2) years. c. Project Manager must demonstrate his/her knowledge of the International Plumbing Code, International Mechanical Code and the Uniform Federal Accessibility Standards (UFAS) or the American with Disabilities Act (ADA) or have managed projects with subcontractors who were required to have knowledge of the International Plumbing Code, the International Mechanical Code, the Uniform Accessibility Standards (UFAS) or the American with Disabilities Act (ADA). d. The project manager must submit his/her resume and at least three (3) references concerning previous construction projects performed within the last three (3) years. 3. Designated On-Site Superintendent: a. On-site Superintendent must have a minimum of three (3) years experience in the supervision and coordination of architectural, HVAC, plumbing and electrical construction work costing over $750,000. b. On-site Superintendent must be able to demonstrate a previous working relationship with the bidder. c. On-site Superintendent must demonstrate his/her knowledge of the International Plumbing Code, International Mechanical Code and the Uniform Federal Accessibility Standards (UFAS) or the American with Disabilities Act (ADA) or have managed projects with subcontractors who were required to have knowledge of the International Plumbing Code, the International Mechanical Code, the Uniform Accessibility Standards (UFAS) or the American with Disabilities Act (ADA). d. The On-site Superintendent must submit his/her resume and at least three (3) references concerning previous construction projects performed within the last three (3) years. Government Security Clearance Requirement(s): 1. All Contractors must submit their Full Name, DOB, and SSN # for a federal law enforcement security clearance check. Upon successful review, each worker will receive a picture ID Badge from GSA. The ID Badge must be worn to gain access inside the facility in order to work in the courtyard, loading dock and garage. 2. NOTE: Contractors will be required to pass through a magnetometer/check-point upon entering the facility and will have all delivered materials x-ray searched if requested by guards at no additional cost to the Government.
