Description
NASA/ARC has a requirement to acquire an associate membership with the Corporation for Education Network Initiatives in California (CENIC), which will provide robust, high capacity, next generation internet communications services. NASA/ARC intends to purchase the membership from CENIC, 5757 Plaza Drive, Cypress, California 90630-5029. The CENIC membership will provide the following: 1. Provide internet communication services to and from CENIC Associates (e.g., Caltech, Stanford, UC campuses, University of Southern California) at the increased bandwidth of 10 Gbps with the potential for increasing up to 40 Gbps in the future. 2. Ability to use CENIC?s Internet Service Providers (ISP) services. The current providers include: a. Williams Communications Services, LLC b. Qwest Communications International, Inc. c. Cogent Communications, Inc. d. Level 3 Communications, Inc. 3. Access to CENIC peers. About 10% of CENIC external traffic is currently accomplished via peering. 4. Ability to transit traffic from CalREN over National Lambda Rail (NLR) internet protocol (IP) network. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12 and the procurement will be conducting under Simplified Acquisition Procedures set forth under FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. (PST) local time on July 1, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
