- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for a MOEMS Turbine Environments Sensor Prototype (See attached Statement of Work (SOW)). The provisions and clauses in the RFP are those in effect through FAC 01-19. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 541330 and annual revenues of $4.0 million or less, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to the Marshall Space Flight Center is required within 12 months ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by July 2, 2004, 4:00 pm central time to George C. Marshall Space Flight Center, PS52-J/Vanessa Lindsey, Bldg 4203 Rm 3155, MSFC, AL 35812 and shall be prepared in accordance with the offer prepreation instructions which are contained in the MS Word document entitlted "Offer Preparation Instructions". Offerors are encouraged (but not required) to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2004), Instructions to Offerors-Commercial, as supplement or superseded by the "Offer Preparation Instructions" and this synopsis. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: FAR 52.211-15, FAR 52.227-14, NFS 1852.246-71, NFS 1852.223-72 and MSFC 52.232-90. FAR 52.212-5 (MAY 2004), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and are incorporated by reference. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Vanessa Lindsey not later than June 29, 2004, 4:00 pm central time. Telephone questions will not be accepted. Selection and award will be in accordance with FAR 52.212-2. The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Technical Approach: The Offeror?s technical approach shall be evaluated to assess the Offeror?s ability to design, construct and calibrate, and test multi-parameter micro optical electro-mechanical system (MOEMS) sensors. Key Personnel: The qualifications of the proposed program key personnel shall be evaluated on the following factors: *Summary of experience that is relevant to performance of the statement of work for each FTE dedicated to the project. *Amount of FTE, by task for each key personnel. *Employment history specific to this SOW covering period of employment, name and location of employer, position title, and brief description of job duties, and name and phone number of employer. *Educational background to include name of any universities attended and degrees received. Past Performance: The Offeror?s past performance shall be evaluated to assess the extent of its relevant experience related to the statement of work. The Offeror?s past record of adherence to schedules, responsiveness to customer requirements, and cost control will also be assessed. Price: The Offeror?s proposed price will be evaluated for price reasonableness. Technical approach, key personnel, and past performance, when combined, are significantly less important than cost or price. Technical approach is more important than key personnel and past performance. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
