Description
The Health Resources and Services Administration (HRSA), DHHS, Division of Procurement Management (DPM) has a requirement from the Office of Rural Health Policy for the Delta Small Rural Hospital Performance Improvement Project. Specifically, the requirement is to provide comprehensive and ongoing assistance to help small rural hospitals (<50 beds) in the Mississippi River Delta Region improve their financial performance and viability. The effort will include improving access to quality health care services in the Mississippi Delta by improving the financial, operational and clinical performance of small rural hospitals with comprehensive and ongoing technical assistance. The target area includes 235 counties/parishes in Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri and Tennessee. The number of small rural hospitals (<50 beds) eligible for assistance is around 120. The goal of the requirement is to supply these safety net providers with affordable access to the same portfolio of expert support services, business tools and technical advice currently available to large urban hospitals. The project will include the Balanced Scorecard (BSC) approach to hospital performance measurement which includes technical assistance, education, data collection and feedback. The Government anticipates award of a contract consisting of a twelve-month Basic period and two twelve-month Option periods. This is a follow-on requirement to Contract Number 250-01-0047 with Mountain States Group, Inc., Boise, Idaho. This notice is not a request for proposals. The solicitation document (RFP) will be posted at www.fedbizopps.gov on or about July 9, 2004 and can be downloaded by looking the main menu under HHS/office-Health Resources and Services Administration/locations-Division of Procurement Management. The closing date for receipt of proposals will be approximately thirty (30) days after issuance/posting of the RFP. It shall be the offeror’s responsibility to monitor the site for the RFP and any amendments to the solicitation (RFP). The agency will consider proposals from all responsible sources.
