- Negotiations are being conducted on a sole source basis with Elizabeth Martin and Associates for strategic leadership team building. STATEMENT OF WORK Afghanistan Project Team Building: Background: This project is an HHS Secretarial Initiative for the Rabia-Balkhi Women?s Hospital (RBH) in Kabul, Afghanistan. The project?s primary goal is to establish a high quality OB/GYN residency program at RBH while serving as a leading institution for the training of MCH health care providers for Afghanistan. Currently the Accreditation Council for Graduate Medical Education (ACGME) guidelines are used as a template to address all three major components of the ACGME?s process, securing a physical environment conducive to supporting a residency program, upgrading the quality of care by addressing the ?systems? issues within RBH, an upgrading the knowledge and skills of the present attendings while trying to include the current residents. Scope of Services: The team realizes that the emergency response strategy, essential to success during the initial phase of the project, does not meet the needs of the project team currently. Operational strategies, short and long- range planning, internal systems, and leadership development are examples of the organizational needs required to transition the team into a long-term response mode quickly and successfully. The vendor shall provide solutions to meet the needs of the Afghanistan Team. The following outline details proposed solutions over the next six months. Given the challenging nature of this project, the organizational needs of the team, and the international venue location, a six-month program is critical to achieve sustaining organizational results. Tasks to be Performed 1. To assist Team Lead in transitioning the Afghanistan Project Team from emergency response strategy to a long-range response strategy that is reproducible in Afghanistan. 2. To teach the staff how to sustain and enhance the leadership behaviors and organizational systems designed and implemented within this program. Government Provided Information and Materials Afghanistan Team staff will provide: meeting space for leadership planning, logistical support and other relevant materials as needed. Deliverables: Establish Operational Vision. Establish Monitoring Systems. Develop short/long term project/organization deliverables to achieve public health outcomes. Provide staff development training. To strengthen leadership skills. Develop a project management system. To assess and develop systems to support organization needs, of the team in Afghanistan. To develop strategic message for communication. To train staff to sustain and enhance the above activities. CAPABILITIES REQUIREMENTS: Through this announcement, alternate sources are being offered the opportunity to demonstrate their capabilities to provide the services specifically identified above. To be considered qualified, sources must submit a capabilities statement which demonstrates in writing that they shall be able to provide public health emergency response strategies to the leadership of the Afghanistan Project team as it relates to the Afghanistan population. The vendor shall be able to provide a framework of an organizational design of a long-term operational unit within the scope of Reproductive Health in an international environment. This project is an HHS Secretarial Initiative for the Rabia-Balkhi Women?s Hospital (RBH) in Kabul, Afghanistan. The project?s primary goal is to establish a high quality OB/GYN residency program at RBH while serving as a leading institution for the training of MCH health care providers for Afghanistan. Qualified organizations are encouraged to submit a capabilities statement which addresses the requirements and contains material in sufficient detail to allow the CDC to determine if the party can perform this requirement. Capabilities are to be received in the contracting office no later than fifteen (15) days from the date of this announcement. The intent of this synopsis is to determine whether alternative sources exist. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a response, which shall be considered by the Agency.
