Description
The Missile Defense Agency has a requirement for Contractor Logistics Support (CLS) for the operation and maintenance of up to four Forward Deployable Radars (FDR) in support of the Ballistic Missile Defense System (BMDS). Under this effort, the contractor shall provide all operations and sustainment support that will include: radar operation, site survey and engineering services, preventative and corrective maintenance, administrative and physical security, spare parts, and personnel. The period of performance of this contract consists of a five-year base period. Operational sites have not yet been determined, but will consist of OCONUS locations. MDA intends to negotiate an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Raytheon Corporation for these services, under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1-(a)(ii): only one responsible source. Raytheon, the developer of the FDR, currently has a CLS infrastructure in place that can support these radars within the required deployment schedule. Utilization of any other source would result in unacceptable delays in deploying the radar to operational sites, jeopardize mission performance with new personnel inexperienced with the radar's design, operation, and maintenance, and would require substantial non-recurring training costs to enable personnel not familiar with the technology to understand its operation.
