Description
The Social Security Administration (SSA) located in Baltimore, MD has a requirement for a Financial Institution/Bank contractor to provide banking services to implement and maintain a Third Party Payment System (TPPS) that will allow SSA to issue selected payments using payment instruments. Payment instruments mean drafts, checks or other similar negotiable instruments will be provided by the Government Printing Office. The contractor shall service up to 6,000 SSA cashiers in approximately 1,500 SSA offices worldwide. SSA expects to issue in fiscal year 2004 approximately 390,000 payments equaling an estimated $138,000,000. The SSA TPPS shall require 1 master account and 15 subsidiary accounts. The contractor shall provide for an additional 5 subsidiary accounts for future expansion if required. Each subsidiary account shall have 1-350 subaccounts. SSA will reimburse the contractor daily on a ?payments instruments paid? basis for the amounts on the accounts on the payment instruments with funds made available to the contractor by same day electronic payment or by electronic funds transfer. This requirement will be procured utilizing procedures in the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13.5, Test Program for Certain Commercial Items. The North American Industry Classification (NAICS) code for this requirement is 522320. The size standard is $6.0 million. SSA anticipates awarding a firm-fixed price contract for this effort. The period of performance shall be for one year (12 months in duration), with four one-year options, if exercised. This is an unrestricted requirement and proposals from all responsible sources shall be considered by the agency. It is anticipated that the Request for Proposal will be issued on or about July 7, 2004. The RFP will be issued under solicitation SSA-RFP-04-1046. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media for downloading via the internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provision.
