- Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) Office of the Chief Information Officer (OCIO) is undertaking a transformation initiative to improve the delivery of immigration and citizenship services. As part of this initiative, USCIS is planning to issue one or more solicitation(s) to obtain a solution that is customer-centric, integrated, streamlined, cost effective, and focused on data sharing, digitization of paper records and evolution and integration of legacy immigration systems data. The acquisition(s) are planned to encompass the design, integration, and implementation of: Reengineered business processes, IT application and information systems, Technology assets, Training, and Organizational change management. As part of its acquisition strategy, USCIS plans to involve industry experts in the requirements definition and acquisition planning processes. As a first step, USCIS is issuing a Request for Information (RFI) to solicit information from industry leaders. Specifically, USCIS seeks to obtain (1) high-level alternative conceptual solutions based on vendor experience in environments similar to that of USCIS; (2) information about "Information Management" technology products and services offered by full and partial solution providers, including both system integrators and specialized niche providers of "best of breed" products, services, and components compatible with a total solutions architecture; and (3) suggestions on alternative acquisition approaches to designing, developing, acquiring, operating, and managing the USCIS systems transformation solution. USCIS is particularly interested in "Share in Savings" approaches, including mechanisms for payment from accrued savings. To facilitate meaningful responses, USCIS is establishing a reading room with background information on the USCIS IT and records management environment. Based on vendor responses to the RFI, USCIS may conduct an Industry Day followed by one-on-one sessions with selected vendors. One-on-one sessions may be conducted with "teams" of vendors as well as individual vendors (based on vendor preference and at the discretion of USCIS). Refer to the RFI document for additional information, including how to structure responses to the RFI.
