Description
The Wiesbaden Contracting Center is conducting market research to identify qualified sources to perform life cycle support of the DEFENSE INFORMATION SYSTEM NETWORK-EUROPE (DISN-E) covering all components of the system to include approx 65 each Sieme ns Elektronisches WaehlSystem-Digital (ESWD) family of telephones switch systems installed, or to be installed, within Department of Defense (DOD) sites in Germany, Italy and the Benelux, Switching Control Center (SCC), 6 Remote Operations and Maintenance Centers (ROMC), Peripheral equipment, approximately 30 Siemens HIPATH switching systems, 2 Smart Commanders, Voicemail, Conferencing Services and remnants of the Siemens KN-S4100 System which is being gradually replaced. Interested parties should demonstrate, in writing, both capability and experience (including past performance information) in the support of same or similar system. Interested parties should also demonstrate, in writing, that they can furnish the capacity, equipment, materials, and skilled personnel, as well as a verifiable quality control program. The support source should have the flexibility and knowledge to develop and provide alternate repair schemes and schedules as well as cost-effective solutions f or ordering parts and tracking parts ordered, received, and installed. THE GOVERNMENT OBJECTIVES INCLUDE maintenance, modifications, expansions, relocations, software upgrades and training. MAINTENANCE. The firm should demonstrate its capability to Respond with technicians qualified on the Siemens Switching Systems above with technicians who have been certified by the manufacturer within 2 hrs of a failure. Also that they have the personne l and facilities to man a Hotline and monitor all switches remotely 24 hrs a day, 365 day a year. SYSTEM MODIFICATION / EXPANSION. The firm should demonstrate its capability to supply the equipment and furnish the Engineering and Installation services necessary to Modify or expand the Network management and Switching Systems incorporated in the DISN-E network. RELOCATION. The firm should demonstrate its capability to deinstall, relocate, install and cutover the Switching Systems incorporated in the DISN-E network. Cutover will involve obtaining all local and Host Nation connection approvals. SOFTWARE UPGRADES. The firm should demonstrate its understanding of Release 19 Software for the EWSD switching System and that it has the engineering capability and agreements with the Switch manufacturer (Siemens) to upgrade switch and network management software to subsequent releases. TRAINING. The firm should demonstrate its capability to perform training with manufacturer certified trainers on both Network Management for System Administartors and the EWSD and HICOM maintenance for Technicians. The Government may request the opportunity to conduct detailed pre-award surveys. This announcement is a request for sourcing information and no contract will be awarded pursuant to this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited.
