- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23.*****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is set aside for small business. Only quotations from small businesses will be considered by the Government.*****The National Institute of Standards and Technology (NIST), has a requirement for one (1) Upgrade to the existing Energy Dispersive X-ray Spectroscopy and Digital Image Acquisition System. All interested small business concerns shall provide a quote for the following line items:*****LINE ITEM 0001: Quantity of one (1) each Upgrade to the existing Energy Dispersive X-ray Spectroscopy and Digital Image Acquisition System, meeting the specifications/requirements below. Vendors/Quoters shall provide a detailed competitive price quotation for each major component, device or feature, also including in the quotation any additional equipment or software and pricing that will be required to efficiently operate all instrument features specified in this document if they are not standard equipment or not explicitly stated in the specifications.General Requirements: The Contractor shall furnish all facilities, labor, and materials to provide goods and services in accordance with the terms and conditions described herein, for both the hardware and software. The specifications listed in this document are the minimum requirements for the National Institute of Standards and Technology Energy Dispersive X-ray Spectroscopy and Digital Image Acquisition System.***NISTseeks to retain the existing EDX detector/pre-amplifier and upgrade the pulse processor, acquisition, mapping, analysis and spectral library hardware and software. This EDX/Imaging System shall be able to both digitally image and qualitatively and quantitatively analyze all elements from C to U in thin foil samples for Transmission Electron Microscopy (TEM).***The EDX/Imaging upgrade shall satisfy the following specifications and requirements: (a) The EDX upgrade shall interface to an existing Noran Voyager ultra-thin window detector that has an energy resolution of 138 eV.** (b) The EDX upgrade shall interface to an existing JEOL3010 transmission electron microscope, including the ASID unit.** (c) The EDX pulse processor upgrade shall have adjustable fast and slow discriminators.**(d) The EDX upgrade shall provide the acquisition and display of digital images including capabilities for user-defined image pixel depth, square pixels, frame averaging, line averaging, image dwell averaging, image sample averaging, image single-read (no averaging), image display scaling, image acquire status indicator, image line profile display, and image zoom.**(e) The EDX upgrade shall provide the acquisition, mapping and analysis of energy dispersive x-rays including capabilities for multi-channel acquisition (up to 40 kV and 10 eV/channel), x-ray slow mapping, x-ray fast mapping, x-ray mapping live- or real-time dwell, user-defined x-ray map region of interest (ROI) assignments, background subtraction (up to 4 maps), user-defined x-ray pixel depth (8-bit and 16-bit), x-ray map dwell averaging, x-ray map display scaling, x-ray map acquire status indicator, x-ray map line profile display, x-ray map zoom, x-ray map save spectrum at every pixel, x-ray map display spectrum at every pixel, x-ray color map, x-ray color phase map, line-scanning, and simultaneous acquisition of digital images and x-ray maps.**(f) The EDX upgrade shall provide pulse-processor configuration, EDX rate/deadtime status display, EDX spectrum acquisition/display, EDX channel display (up to 4096 channels), EDX spectrum autoscaling, EDX adjustable livetime, EDX spectrum log/linear display scaling, EDX KLM markers (on and off), EDX spectrum zoom, EDX multiple-spectrum overlay/display, EDX FWHM-Mn calculation, EDX spectrum peak ID and labeling, EDX report generation, EDX standardless analysis, EDX standards analysis, and EDX ZAF (atomic number, absorption, fluorescence), PRZ (phi, rho, atomic number), and K-ratio calculations.**(g) Cross-platform (MS Windows and Apple Macintosh) capable systems are preferable.**(h) The EDS upgrade shall have user-friendly operation and be easy to maintain.** (i) The EDS upgrade shall have a minimum of 1 year warranty for parts and labor.**(j) The EDX workstation shall have the following configuration:*(i) Dell OptiPlex GX270 Mini-Tower; *(ii) OS: Windows? XP Professional; *(iii) Processor: 2.8GHz, 512K/800MHz Pentium? 4 Processor; *(iv) Memory: 256MB SDRAM 400MHz(2 DIMMs); *(v) Display: Dell UltraSharp? 17-inch flat-panel display; *(vi) Video Card: 128MB nVidia GeForce FX5200, VGA adapter, dual-monitor card; *(vii) Hard Drive: 40GB EIDE 7200RPM; *(viii) Network adapter (NIC): Integrated Intel Gigabit 10/100/1000; *(ix) Removable Media Option: 48X Max. CD-RW *(x) Floppy Drive; *(xi) Resource CD contains Diagnostics and Driver for Dell OptiPlex System; *(xii)Support Service: Dell 3Yrs Parts + Onsite Labor (Next Business Day; US sales only)** (k) The Quoter/Vendor shall provide the EDX/Image Analysis software to run on the acquisition workstation (item j) as well as on additional workstations. The Quoter shall provide pricing information for the EDX/Image Analysis software per workstation.**(l) Acceptance of the instrument shall be based upon completion of installation and after testing of instrument hardware performance on site at NIST, Gaithersburg, MD by personnel selected by NIST. The instrument shall meet ALL specifications described herein, with appropriate calculated scale factors at NIST's normal operating condition of 300 keV. It is estimated that acceptance testing will take 2 days to complete.*(i) The acceptance tests shall be performed on samples provided by NIST, including metal alloys and oxides. Final payment will be authorized only after all acceptance tests have been completed and the instrument meets all specifications in this document; *(ii) The Quoter/Vendor shall provide all parts, materials, labor, and transportation required to perform preventive and remedial maintenance on the instrument during the installation and acceptance testing period. The maintenance services shall also be performed in accordance with the terms, conditions, and statement of work set forth herein. The Vendor's warranty shall not begin until the instrument has passed all acceptance tests and meets all technical specifications described in this document. Any consumables required to run the instrument during the acceptance testing shall be supplied by the Vendor at no extra cost to NIST; *(iii) Remedial Maintenance shall include replacement of parts that do not meet the specifications or requirements described in this document. This includes all transportation, labor and parts required for the parts replacement or upgrade; *(iv) All parts, materials, and components, including expendable items, shall be replaced when necessary during the installation and acceptance testing period at no additional cost to the NIST. Replaced parts shall become the property of the Vendor;*(v) The work to be performed shall be in accordance with the original equipment Vendor's specifications and recommendations. All services are to be performed by competent personnel, experienced and highly qualified to provide required services in accordance with the best commercial practices, without unnecessary delays or interference with NIST programs.**(l) Quantitative acceptance tests to be performed by NIST: The following analytical tests shall be performed for evaluation of the quantitative analysis system at NIST: *(i) Energy Resolution tests on Al/Ti multilayer, and Si, O, and Mn containing glass; *(ii) X-ray peak position and shape dependence on the count rate; *(iii) Compositional analysis on TEM samples provided by NIST.** (m) Instrument Acceptance Testing to be Performed by the Contractor at the National Institute of Standards & Technology (NIST):*(i) The Contractor must perform, in the presence of the NIST Contracting Officer's Technical Representative (COTR), acceptance testing for all items as described in the order at The National Institute of Standards & Technology (NIST), 100 Bureau Drive, Gaithersburg, MD within ten (10) business days of delivery of the items to NIST. Exact date and time for this testing must be coordinated with the COTR. Acceptance for delivered items cannot occur unless all acceptance criteria as listed below are met; *(ii) To determine whether the delivered system is acceptable, the Contractor will interface the EDX/Imaging upgrade to the existing EDX detector/pre-amp as well as the ASID interface of the existing NIST transmission electron microscope. The Contractor will then acquire standard EDX spectra from a TEM sample and demonstrate detector resolution of better than 138 eV FWHM at 5.9 keV. The Contractor will also perform calibration of the EDX upgrade over the energy scale of 0 to 40 keV. The Contractor shall/must demonstrate (at NIST) that the equipment meets all technical specifications listed herein.*****LINE ITEM 0002 - On Site Training: Training for three (3) designated NIST personnel for the instrument in the operation of all hardware and software shall be provided at destination. Training shall be conducted during regular business hours Monday through Friday.*****LINE ITEM 0003 ? Documentation: Documentation manuals that clearly and completely describe hardware and software operation, troubleshooting, and maintenance of all components of the EDX/Imaging system shall be provided for the instruments. All manuals for Vendor supplied third-party items shall be provided. General interconnect and wiring schematics shall be provided by the Vendor. Detailed instrument schematics shall be available from the vendor in the event that NIST might make future modifications.*****DELIVERY SHALL BE FOB DESTINATION and shall be completed not later than sixty (60) days after receipt of order (ARO). The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.*****The Government will evaluate information based on the following evaluation criteria: (1) Technical Capability to Meet or Exceed the Specifications/Requirements; (2) Past Experience; (3) Past Performance, and (4) Price. Technical Capability, Past Experience and Past Performance, when combined, are more important than Price.*****Evaluation of Technical Capability will be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference.*****Past Experience will be evaluated to determine Contractors? past experience in successfully providing the equipment and services described herein. Evaluation of Past Performance will be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its affiliates, or other information available to the Government. Quoters shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products/services have been sold. The list of references shall include, at a minimum: The name of the reference point of contact; the name of the company or organization; the telephone number of the point of contact; the fax number of the point of contact; the email address of the point of contact; the amount of the contract/grant, and the date of delivery or the date services were completed. The same References may be used by Contractors for both Past Experience and Past Performance, if so desired.*****Past Performance will be evaluated to determine the overall quality of the product and service, as provided by the Contractor. Evaluation of Past Performance will be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its affiliates, or other information available to the Government.
