Description

The U.S. Census Bureau (USCB), Field Division intends to enter into a sole source acquisition with Carolyn Johnson for the services of a Group Quarters/Field Operations Specialist to support the Decennial Data Collection Branch for the DOA through September 30, 2009. The contract will be for one year with the option to extend through 2009. The knowledge of previous field operations and the integration of these processes into the Special Place Group Quarters venue, experience with USCB Decennial operations Group Quarters Validation (GQV), Quality Control, and experience in planning and coordinating operations with the Department of Defense, Department of Transportation and the Maritime Administration is required. Deliverables include training and providing various GQV Manuals, Training Guides and Workbooks. Ms. Johnson was the primary planner and writer of the military enumeration operations for the 2000 Census. She was the chief architect of the Group Quarters Validation operation and training manual and guide and that expertise is required in the 2005 planning for full scale implementation of GQV for the 2010 Census. Ms. Johnson authored the training procedures for the Evaluation follow-up operation for GQV to be implemented in the 2004 test. It is the USCB?s belief that contracting with Ms. Johnson is in the best interest of the USCB to satisfy this requirement. Ms. Johnson possesses the qualifications and experience necessary to provide the required services to the USCB. This is not a request for competitive proposals, however, responses received within 15 days from the posting of this notice will be reviewed and evaluated. Interested companies having the capability to provide the above described services should submit, in writing, their capability statement with cost information to gloria.i.smith@census.gov or fax @ 301-457-1785 within 15 days of this notice. No telephone requests will be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used only to determine if a comparable source is available and more advantageous to the USCB. If no responses are received a sole source contract with Ms. Carolyn Johnson will be pursued without further notice.
