Description
The National Heart, Lung, and Blood Institute intends to negotiate on a noncompetitive basis with Dr. Catherine Royer, UMR 5048 CNRS UN MONTPELLIER I, INSERM U554 29 RUE DE NAVACELL, Montpellier, France 34090, to provide services for the Development of 2-Phonton Fluorescence Correlation Spectroscopy/Microscopy. The period of performance is approximately nine (9) months. Dr. Royer, is an expert in the field of Fluorescence Correlation Spectroscopy (FCS), particularly cross-correlation acquisition and global analysis. Her knowledge will help to accomplish the co-development (with the microscopy core) of new 2-photon fluorescence microscopy capabilities. The work requires considerable experience in the biophysical study of protein-protein and/or protein-DNA complexes with 2-photon FCS methods, along with experience in the application of high hydrostatic pressure to fluorescence measurements on similar systems. The sole source determination is based upon Dr. Royer?s, experiences in biomedical fluorescence spectroscopy, and experience in high pressure spectroscopy. Her experience will expedite the collaboration between Laboratory of Biophysical Chemistry (LBC), and the microscopy core to develop this capability. In order for NHLBI to obtain the best possible outcome in the development of 2-Photon Fluorescence Correlation Spectroscopy/Microscopy, it is critical that Dr. Royer, is issued the award based on her knowledge and expertise. An award to any other source would effect the anticipated outcome of the research and threaten the investment already made, and would not provide any cost savings to the Government. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) applicable to this requirement is 541690, and Size Standard is $6.0M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract is solely within the discretion of the Government.
