- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice (See (vii) below). This announcement constitutes the on ly solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-04-T-0115. This acquisition is issued as a Request for Quotation. (iii) The solicitation document and incorporated provi sions and clauses are those in effect through Federal Acquisition Circular 2001-24. (iv) The associated NAICS code is 423690. The small business size standard is 100 employees. (v) The following is a list of contract line item number(s) and items, quant ities and units of measure: CLIN NO. DESCRIPTION QUANTITY UNIT 0001 Battery Test System, MACCOR Series 4000 1 EACH (vi) Description of requirements: The above item is solicited per the below specifications. Pricing, delivery date and shipping cost are required for all items as identified. The Government intends to solicit and negotiate with only one source to procure Maacor Series 4000 multifunction battery system. This is a battery tester of 4 channels with 500 Amperes discharge current operable in a voltage range of +2 to +18 V per chann el. This system also includes auxiliary input controller board for thermocouple inputs. The characteristics of this tester include the following: 1) Embedded microprocessor for each channel; 2) Current rise time of less than 200 Microsecond; 3) Data mea surement, adjustment, and control intervals every one Millisecond; 4) Continuous data rates of 400 data points per second system-wide; 5) High-speed data rates of 800 data points per second system-wide for two seconds which must be followed by at least 10 seconds @ 100 data points per second or less system-wide; 6) Each data point consists of record number, cycle number, step number, test time, step time, capacity, energy, measured current, measured voltage, mode (charge, discharge, rest, etc.); 7) Current measurement accuracy of plus or minus 250 milliamperes (or plus or minus 0.05%); 8) Current resolution of plus of minus eight milliamperes; 9) Voltage measurement accuracy of plus or minus 3.6 mini volts; 10) Test channels can be combined in parallel in groups of 2 or 4 to yield higher current rated channels when needed; 11) Thermocouple inputs assignable to any test channel. The Series 4000 is a ??????Turn-Key?????? system with all software and hardware included. This is a sole-source procurement to Ma ccor Inc., 2805 West 40th Street, Tulsa OK 74107-5446. The multifunctional battery test system will be procured in support of the mission of Army Research Laboratory (ARL) for use at Adelphi Laboratory Center, MD. Only Maccor Inc. can supply battery tes t equipment with the accuracy, current range, and switching time needed for the present testing program. No other type will satisfy ARL requirements. (vii) Delivery is required 90 days after award of contract although offerors may propose an alternative delivery date, which may be considered. Delivery shall be made to U.S. Army Research Laboratory, ATTN: Shipping and Receiving, 2800 Powder Mill Road, Adelphi, Maryland 20783-1197 and acceptance shall be performed at the same address. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been atta ched to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is not applicable to this acquisition. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification s - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.212-7001, Co ntract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
