Description
RICE STRAW FOR AERIAL STRAW MULCHING AS A RESULT OF FOREST FIRES AT OR NEAR INDIAN RESERVATIONS, SOUTHERN CALIFORNIA. 1. Project Description: Vendor to provide rice straw to use during revegetation work to include aerially straw mulched to reduce erosion, retain soil moisture, and to enhance vegetation re-establishment on steep, rugged, bare slopes that burned at moderate and high severities. Straw mulching will help stabilize ash and sediment on critical areas to reduce downstream debris flow threats to life and property. Vendor shall be responsible for all personnel, equipment, fuel, and materials necessary for straw handling (loading, unloading), transportation, delivery, and unloading at the staging area(s) in Southern California. An Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with option years will be awarded for this requirement, on or about July 10, 2004. 2. Delivery Location: Vendor shall ensure delivery to and unloading of purchased straw at designated staging areas in Southern California, exact locations to be determined by the Government. 3. Straw specifications: a) All straw shall be rice straw. Straw from wheat, barley, rye, etc, is not acceptable because seedlings from these grasses would choke-out seedlings of the desired seeded species. b) All straw shall be chopped (7-inch maximum stem lengths) prior to baling. Small square-type bales are acceptable. Large (3x4 or 4x4) bales or round bales are not acceptable. c) Upon sale, straw bales shall contain no greater than 17% moisture and shall exhibit no signs of molding or compaction from exposure to moisture. d) All straw shall be certified California noxious weed-free; proof of California noxious weed-free certification shall be provided to the =?646?Q?Contracting_Officer=E2=80=99s_Representati?= =?646?Q?ve_upon_delivery_of_each_load.__Note:?= The Government reserves the right to refuse delivery or adjust contract price downward if the straw is determined to contain unacceptable levels of California noxious weeds. e) Scale weight print-outs for each load shall be provided to the =?646?Q?Contracting_Officer=E2=80=99s_Repres?= =?646?Q?entative_as_proof_of_delivery.?= QUOTE: Vendor must be able to supply a minimum of 325 tons (650,000 pounds) of rice straw according to the above product specifications per delivery order. Delivery costs of the straw and unit price per ton of straw shall be itemized in the quote. Quotes shall be provided for the following two alternatives: 1) At staging area(s), contractor shall be responsible for unloading of bales into neat stacks with a minimum of bale breakage for later application, 2) Vendor shall deliver and hold trailers at staging area while air operations ground crew unloads the bales directly into net.
