- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation document will not be issued. This solicitation, FA8903-04-R-8175, is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. The associated North American Industry Classification System (NAICS) is 541512 and the small business size standard is $21.0 million. The Government intends to negotiate a sole source purchase order with Landmark Systems, Inc., Tallahassee, FL. Item 0001 is to provide an inventory of the forest resources at Eglin Air Force Base, stratify an infrared satellite image to create a data layer of sampling points, link this stratified image to a Real Time Inventory (RTI) unit to collect field data. This data will then be incorporated into the installation?s GIS and database in accordance with GeoBase Standards and current GIS operating instructions. NOTE: The RTI is the patented process of Landmark Systems. Performance period will be for 12 months after date of award. This will be a firm-fixed price contract. Proposals shall address all requirements in this combined synopsis/solicitation and shall provide clear evidence of understanding and ability and willingness to comply with the Government?s specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need or the offerors taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible contractor whose offer conforming to this synopsis/solicitation shall be advantageous to the Government, price and other factors considered. STATEMENT OF OBJECTIVES FOREST INVENTORY, PLANNING AND MANAGEMENT PLAN FOR NATURAL RESOURCES BRANCH, EGLIN AFB FL 1.0 PROGRAM & MANAGEMENT OBJECTIVES Eglin Air Force Base (EAFB) Natural Resources Branch has the responsibility of managing approximately 400,000 acres of forestland for the following purposes as listed in their Integrated Natural Resources Management Plan (INRMP): Air Force mission support, Threatened &Endangered species and critical habitats management and protections, biodiversity restoration and sustainability, and economic silvicultural practices. Currently, the forest inventory is out-of-date or inadequate to meet these management goals. The existing GIS data for stands coverage is consistent with neither planning nor management on the ground. The forest inventory needs to be updated and incorporated into the management tools (GIS and database) used by Natural Resources Branch. The objective of this project is to inventory forest resources, incorporate these data into the installations GIS database in accordance with GeoBase standards and current GIS operating instructions. The contractor is allowed maximum flexibility to innovatively manage the program schedule, performance, risks, and data to produce a comprehensive forest inventory that satisfies the EAFB Natural Resources Branch personnel. 2.0 CONTRACT OBJECTIVES 2.1 Obtain, process, and stratify data from an infra-red (IR) high resolution (2-fy minimum) color satellite image to provide EAFB Natural Resources Branch with a comprehensive map for the entire forestry land base. 2.2 After the stratification of the satellite data is completed, groundtruthing plots shall be randomly established for each stratum. Data to be collected includes: 1) Species ? species list to be determined 2) DBH ? to be collected to the 10th of an inch 3) Height ? total height in feet on every fifth plot (will develop a DBH-Height regression model) 4) Product ? use Auto-Assign unless to downgrade a tree to a lesser product class 5) Crown Class ? Indicates whether Dominant, Co-dominant, Intermediate or Overtopped 6) Site Index and Growth Data ? This includes age, bark thickness and length of last five year?s growth. This will be done on a subsampling basis. 7) Regeneration plots ? nested plot to count the number of each species for regen trees. This is accomplished through a nested plot approach. 8) Submerchantable plots ? nested plot that has species, dbh and height (any tree over breast height) measured 2.3 Data gathered from the field work must be collected in real time linked to a GPS unit that has the stratified IR image data. 3.0 PROPERTY 3.1 The final report, all field equipment and materials, GPS units and data, and all digital images will become property of Natural Resources Branch. The contractor shall turn over all accumulated documentation and property to the Government. 4.0 ENDANGERED OR THREATENED SPECIES 4.1 The contractor shall ensure that any action taken by the contractor or any subcontractor is not likely to jeopardize the continued existence of any endangered or threatened species or result in the destruction or adverse modification of the habitats of such species. 5.0 CULTURAL SITE PROTECTION 5.1 The Contractor or his personnel shall not disturb cultural sites, such as abandoned home places, cemeteries and Indian campsites, and items of antiquity associated with them. 6.0 DELIVERABLES 6.1 GIS Deliverables: The contractor shall meet the data deliverable requirements in accordance with Eglin GIS Operating Instruction on the Technical Information System at Eglin Natural Resources. In addition, all original hard copy reproducible drawings shall become the property of Eglin Natural Resources upon completion of this contract. 6.2 Digital Data Specifications 6.2.1 Spatial Data 6.2.1.1 Digital maps shall be provided in accordance to Eglin GIS operating instructions and datum consistent with the installations existing system. 6.2.2 Map Accuracy Standards 6.2.2.1 The following Government and industry standards shall be used in the collection, processing, and QA/QC of any spatial data that would result in a new digital map product. The addition of any features to an existing digital map in the NATURAL RESOURCES BRANCH GIS database shall also conform to these standards. National Standard for Spatial Data Accuracy, FGDC-STD-007.3-1998 (or most recent), http://www.fgdc.gov/standards/status/sub1_3.html. Each digital map shall be provided in a fully edited form with clean topology. All polygon features shall be closed and all features shall be identified electronically. 6.2.2.2 Metadata 6.2.2.3 Each digital map must have Federal Geographic Data Committee (FGDC) compliant metadata associated with it. Information regarding the standard can be found at http://www.fgdc.gov/metadata/metadata.html, or obtained from FGDC, 590 National Center, Reston, and reference the Eglin GIS OI. 6.2.3 Deliverable File Formats 6.2.3.1 All relevant maps shall be provided in accordance with Eglin GIS operating instructions. 6.2.4 Plot files used to generate final maps for hard copy reports shall also be delivered to the NATURAL RESOURCES BRANCH GIS ADMINISTRATOR in accordance with Eglin GIS operating instructions. 6.2.5 Scanned photographs shall be delivered in the TIFF format.
