Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. A written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ), Number 04-854-5086. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, June 18, 2004. This procurement is a small business set aside. The associated NAICS code is 334516. The small business size standard is 500. The National Institute of Standards and Technology (NIST), Polymers Division has a requirement for a Birefringence Imaging System and Research Polarizing Microscope. Offerors may submit quotations for the following Contract Line Item Numbers (CLIN?s): CLIN 0001, Quantity of 1, Birefringence Imaging System and Microscope Attachment Kit to include warranty and instruction manual; CLIN 0002, Quantity of 1, Polarizing Optical Microscope (on which the Birefringence Imaging System will be installed) to include warranty and instruction manual; CLIN 0003, Quantity of 1, Installation and commissioning of the entire system (CLINs 0001 and 0002). Product offerings and accompanying product literature must demonstrably meet or exceed the following specifications: (1) System Performance Specifications: For each image pixel, measure transmission and dichroism (accuracy 0.1%), optical retardation (accuracy 0.05 nm, for retardation up to 5000 nm), and orientation of the ?slow? principal optic axis (accuracy 0.2 degrees), at a minimum rate of once every 6 s. In addition, faster measurements (at least once every 2 s), but less accurate (e.g., orientation accuracy 2 degrees, retardation accuracy 1 nm, or not determining the retardation ?order?), must be possible. (2) Polarizing Microscope Specifications: Objective Lenses (2.1.) Magnification 4x Numerical Aperture 0.10 Working Distance(mm)29 (2.2) Magnification10x Numerical Aperture 0.25 Working Distance(mm)9 (2.3) Magnification 20x Numerical Aperture 0.40 Working Distance(mm)2.5 (2.4) Magnification 40x Numerical Aperture 0.65 Working Distance(mm)1.0 - The 20x and 40 x objective lenses should be corrected for use with a #1.5 glass cover slip, i.e., 0.17 mm thick). - Infinity-corrected microscope optics. - Interference monochromater filters: 550, 570, 590, and 600 nm - ? wave retarder - Motorized rotating polarizer - Camera: monochrome, selectable 8 or 10 bit output, 1360 x 1024 pixels, full-frame image acquisition rate up to 30 Hz. (3) Software Specifications: - Instrument Control and Calibration - Save raw images - Computed images: transmission, retardation, and orientation. Numerical data can be exported as ASCII files. - Retardation and orientation can be displayed on raw image, using an overlay method: lines depict retardation (proportional to the line length) and aximuthal orientation. Delivery shall be FOB DESTINATION. The delivery point is NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. The vendor is responsible for any loss of and/or damage to the goods occurring before receipt, inspection, and acceptance at the delivery point. Offerors shall submit the two (2) copies of the following: 1) A quotation which addresses all Contract Line Items; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far. Quotations shall be valid for a minimum of 30 days. To be eligible for award, offerors must be registered in the Central Contractor Registry. Information on the CCR may be obtained at http://www.ccr.gov. A DUNS number is required to register. To procure a DUNS number, please call Dun & Bradstreet, Inc., at 1-866-705-5711 or 610-882-7000. There is no cost to obtain a DUNS number. Award will be made to the responsible offeror whose quotation conforming to this synopsis/solicitation offers the best value to the Government. The Government will evaluate quotations based on Technical Capability and Price. Technical Capability is more important than Price. Evaluation of Technical Capability shall be based on the information provided and value indicators that clearly document that the offered products meet or exceed the specifications stated herein. Documentation may include the manufacturer sales literature or other product literature. Price will be evaluated only for quotations determined technically acceptable.
