Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), plans to procure services for Empirical Comparison of Selected Measures of Disparities in Cancer Related Outcomes with Regents, University of Michigan, 109 Observatory Street, Ann Arbor, MI 48109-2029. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The supplies and services herein are being procured in accordance with FAR Part 12. The Healthy People 2010 goals include a number of indicators related to cancer mortality and morbidity, cancer screening, preventive interventions and risk factors. In addition to achieving or surpassing Healthy People 2010 goals with respect to these indicators, it is of highest priority to the National Cancer Institute (NCI) to eliminate health disparities among various subpopulations of the nation. These subpopulations may be defined by race/ethnicity or by other factors including income, education, place of residence (urban, suburban, rural), health insurance, or access to health care. Period of Performance: August 1, 2004 - May 31, 2005. Contractor Requirements: A variety of analyses will be performed examining variables including: cancer incidence, stage at diagnosis, cancer specific mortality, cancer survival; and cancer related outcomes including screening, and behaviors such as smoking, obesity, diet, alcohol, sun exposure, and reproductive factors. Activities of the contract include: 1) Comparison of the performance of measures of health disparities applied to cancer related outcomes; 2) Range of analyses; 3) Comparisons along the continuum from pariwise comparisons to comparisons of multiple, unordered population groups; 4) Comparison of methods for disseminating analytic results and; 5) Use of data driven examples to enhance previous recommendations on measures for monitoring cancer related health disparities. Regents, University of Michigan, Dr. John Lynch is the only source known that is uniquely qualified to carry out this effort because of their expertise and work with measures of social inequalities in health. Any efforts to identify the required skills and expertise through outside sources would pose additional undo costs to the government. Regents, University of Michigan, Dr. Lynch have completed services, under previous contracts with NCI to perform a targeted, in depth analysis of the literature to the US context as it relates to relevant cancer outcomes such as mortality, survival, screening and other health behaviors. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, July 9, 2004.
