- The Directorate of Contracting (DOC) has a requirement for a Turn-Key, Deployable, Non-Linear, Impact Packaged, Video Editing system. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2 304(c) (1) as implemented by FAR 6.302-1. Fort Campbell intends to enter into a firm fixed-price contract with Photografix Digital Imaging Solutions (PDIS) located in Richmond, VA. The system as manufactured by PDIS is a Turn-Key HD Non-Linear video edit ing system. The system includes a Dual Xeon processor, DPS Velocity HD, Dual RAID arrays, Dual LCD displays, VCR, DVDR w/Thermal 120mm Printer, Video Monitor & UPS in Tower Rack, PDIS Catalog No. PXNLEHD2T. The system to be provided includes a 1 year wa rranty on hardware, delivery, installation, and one day of training. Award will include an optional 3 year extended warranty. The basis for restricting competition is that the system includes specialized impact resistant equipment, hardware and software that function as a proven integrated system to accomplish missions in minimal time. PDIS is the only company with a proven record of system integration of the components capable of directly adapting to the battlefield environment encountered by the reques ting activity. The system is built to plug and play. The proven integrated hardware and software components comprising the system can be used to download raw video footage, edit, retrieve stills, burn to DVD, VHS or save to disk. The system allows for r eal time editing. Every frame can provide a digitized picture. NAICS code for this procurement is 334220 with a small business size standard of 750 employees. This sole source procurement is under the simplified Acquisition Procedures, and Other Than Fu ll and Open Competition and is to be awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 14 day s from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the proven ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by th e Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with the manufacturer PDIS. Responses are due by 7 Jul 2004, 2:00 p.m. (CST).
