- Madigan Army Medical Center, Tacoma, WA intends to negotiate and award a firm fixed price contract no later than 1 October 2004 to Cascade Regional Blood Services, Tacoma, WA under FAR 13.106-1 to provide blood products and blood services on an as- n eeded-basis for a twelve month period. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses received will normally be considered solely for the purpose of det ermining whether to conduct a competitive procurement. A solicitation will not be issued.
