Description

This announcement is not a request for proposals. The Bureau of Reclamation Snake River Area Office intends to issue a sole source contract with the Idaho Department of Water Resources to develop an optimization economic and hydrologic model for the Treasure Valley. Reclamation has initiated a study to address current and future water supply issues and analyze alternative scenarios for meeting present and future water needs in the Treasure Valley. To accomplish this study Reclamation is collaborating closely with IDWR to take advantage of their: water budget data, steady state Treasure Valley Model, algebraic algorithms for the development of the optimization economic trading model, and technical expertise unique to the state agency. Under this study Reclamation will be using IDWR steady state hydrologic Treasure Valley Model to develop a multi-year transient hydrologic Treasure Valley Model and IDWR and algebraic algorithms for the development of the optimization economic trading model. The state hydrologic Treasure Valley Model and the algebraic algorithms are under the ownership of IDWR. IDWR proposes to pay for 50% for the cost of this contract. Reclamation intends to negotiate the contract using less than full and open competition procedures. The period of performance for this contract will be contract award through December 31, 2005.
