Description
The Internal Revenue Service intends to issue a purchase order on a sole source basis to Open Rules, Inc., 75 Chatsworth Ct., Edison, NJ 08820 under the authority of FAR 13.106-1(b)(1) to for complete Phase 8.1 ? Apply Business Rules Approach to Integrate SCPM business processes of the Strategic Compliance Planning Model (SCPM). The Office of Research seeks contractor support in modeling compliance production functions and converts these production functions into cost functions. Using a sample of IRS data from the Enforcement Revenue Information System, the contractor shall demonstrate the feasibility of the business rules approach for integration of the business processes. At the end of phase 8.1, the provider shall create detailed recommendations on how to apply the business rules to integrate major SCPM processes. Therefore, as part of the next SCPM phase, IRS will be able to modify SCPM input without having to replicate the multi-state process currently used. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all interested parties who identify their interest and capabilities by responding to this notice within 15 calendar days of the posted date of this notice will be considered. Interested parties must express their questions, interest and capabilities in writing via fax, email or hand-delivery. Documents over 10 pages will not be accepted by fax. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. DoD Central Contractor Registration (CCR) is required prior to execution of award. If no responses are received, an award shall be made to Open Rules, Inc.
