- Description
- This IS a REQUEST FOR INFORMATION (RFI), Request for Industry Comments and Sources Sought Synopsis. This IS NOT a SOLICITATION. The Social Security Administration (SSA) is (1) seeking industry comments on its DRAFT Performance Work Statement (PWS) and DRAFT Proposal Instructions and Evaluation Criteria and (2) seeking interested vendors capable of providing access to a subscription for an electronic publication that will provide SSA with updated and revised occupational information for use as a replacement for the Department of Labor?s (DOL) Dictionary of Occupational Titles Revised 4th Edition (DOT) in SSA?s disability evaluation process. This replacement must be possible without requiring any substantive changes to SSA policy, process or forms. Specifically, SSA is seeking access to a periodic publication of DOT-based occupational information which has already been developed, which is readily adaptable for SSA?s disability evaluation process, which is updated in regular cycles, and which can be shown to meet SSA?s requirements within strict time constraints. SSA anticipates awarding a single, 10-year (base year + 9 option years), firm fixed price (FFP) contract to the selected offeror. This acquisition is being conducted in conjunction with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation, using a 2-phase evaluation process as further delineated in Addendum B to the SF1449, entitled, ?52.212-1 Instruction To Offerors ? Commercial Items & 52.212-2 Evaluation ? Commercial Items.? SSA anticipates issuing a presolicitation announcement in approximately August/September with a Request for Proposal, incorporating industry comments, shortly thereafter (approximately 45 days). SSA is seeking information as follows: 1. Is your company interested in submitting a proposal for the services described within? 2. A DRAFT PWS is attached which further delineates SSA?s requirements. Is the DRAFT PWS viable, clear and explicable? Are there any concerns or areas of uncertainty, which in your opinion, require clarification or correction? 3. DRAFT Instructions to Offerors and Evaluation Criteria are attached. Are the instructions and evaluation criteria, written thus far, comprehensible and reasonable? Are there any concerns or areas of uncertainty, which in your opinion, require clarification or correction? 4. Do you have any suggestions for improving the DRAFT Instructions to Offerors and Evaluation Criteria and/or the DRAFT PWS? 5. Through a separately issued RFI (#IE-01), SSA is seeking sources and industry comments from potential offerors to perform the services of an Independent Evaluator (see RFI #IE-01 for details). Does your company have any recommendations for the types of written documentation to be submitted by your company (subscription offeror), that will best assist SSA and the IE in its technical evaluations? 6. Do you have any concerns or questions regarding the IE?s RFI? This RFI is not a solicitation and does not constitute a request for proposals. The purpose of this RFI is strictly for determining capable sources for market research purposes only and for incorporating industry comments into the PWS and Instructions and Evaluation Criteria. Submission of any information based on this RFI is purely voluntary.
