The Developmental Therapeutics Program (DTP), Division of Cancer Treatment and Diagnosis (DCTD), National Cancer Institute (NCI) is seeking a contractor to operate and maintain its Biological Data Processing System. The DTP has overall responsibility for the discovery and development of chemical and biological agents with potential use in the treatment of cancer and AIDS. The discovery function of the program consists of acquisition, in vitro and in vivo evaluation and selection of candidate compounds for clinical assessment. The development functions involve Pharmacology and Toxicology studies, formulation development, and provision of materials for clinical evaluation and treatment. To accommodate the many samples potentially available for screening, highly automated assays have been developed. Successful implementation of these screening programs requires close coupling of laboratory process control, data acquisition, database management, and data analysis and presentation. In addition to the primary screening activities, data acquisition and database support is required for secondary testing and interaction with other screening studies. Experience is required in the following areas: Planning and designing scientific information systems; implementing large and complex biological and chemical databases; various hardware/software environments such as VAX/VMS, Oracle, TCP/IP, C, PL/SQL, Jbuilder 9, Java Server Page (JSP), Entensible Markup Language (XML), Java 2 Enterprise Edition (J2EE), HTML, and postscript. Proposed personnel should be experienced in software development in these areas and in biological and chemical application development. Bidder must demonstrate proficiency designing and developing browser-based and J2EE solutions and establishing database connectivity between such solutions and an Oracle database. Mandatory Exclusion: The offeror may not be a pharmaceutical, chemical, or biotechnology firm. For purposes of this RFP, a pharmaceutical, chemical or biotechnology company is defined as an organization which sells drugs and/or chemicals to the general public for profit or is engaged in research leading to such products. The North American Industry Classification System (NAICS) code is 541511. Request for Proposal (RFP) No. N02-CM-57000-28 will be available on or about July 15, 2004 and receipt of proposals will be due on or about August 18, 2004. This is a recompetition of Contract No. N02-CM-07112, awarded to Constella Group, Inc. (formerly Analytical Sciences, Inc.) It is anticipated that a single, cost-reimbursement, cost-plus-award-fee, performance based service contract will be awarded on or before February 1, 2005, for a base period of three years plus two one-year options.
