- THIS PROJECT IS SET-ASIDE UNDER THE HISTORICALLY UNDERUTILIZED BUSINESS ZONE (HUBZONE) PROGRAM. On or about 19 JULY 2004, this office will issue Invitation for Bids for the construction of the Visitor Control Center / Main Gate at Minneapolis-St. Pa ul IAP-ARS, Minnesota. Bids will be opened on or about 24 AUGUST 2004. To be considered for award, successful bidder must be a certified HUBZone contractor. Status as a qualified HUBZone small business concern is determined by the Small Business Adminis tration (SBA) in accordance with 13 CFR parts 126. If the SBA determines that a concern is a qualified HUBZone small business concern, it will issue a certification to that effect and will add the concern to the List of Qualified HUBZone Small Business Co ncerns on its Internet website at http://www.sba.gov/hubzone . Contractors interested in inspecting the site of the proposed work should contact the US Army Corps of Engineers Twin Cities Project Office, ATTN: Dave Zwieg, 612-713-5981, cell 612-290-3349; fax 612-713-5982; email, David.C.Zwieg@usace.army.mil. Contracto rs must provide a fax with the following information to the Resident Office for all visitors attending: 1. Name of Contractor or Firm Represented 2. Visitor Name 3. Visitor Social Security Number 4. Visitor Date of Birth and Place of Birth 5. Visitor Drivers License Number 6. Visitor Proof of Citizenship Details for site visit time will be provided at time of contact with Dave Zwieg. Provide a phone number on each fax so that information, which may be illegible or requires additional clarification, can be verified, if necessary. NOTE: THIS INFORMATION MA Y NOT BE TRANSMITTED VERBALLY ONLY A FAX CONTAINING THE INFORMATION IS ACCEPTABLE. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) Construction of a new main gate entrance onto the base, which will contain a one-story guardhouse approx. 180 SF, one-story visitor center Pass and ID, approx. 1490 SF, and 37,673 SF asphalt parking area with concrete curb and gutter. Visitors Center is composed of outside storage room, communications room, electrical room, mechanical room, office, break room, processing and registry, lobby, waiting room, and toilet. Guard House is composed of a workstation, mechanical room, and toilet. Buildings include load-bearing concrete masonry units on concrete strip footings, standing-seam metal roof supported on steel joists with steel deck and rigid insulation, concrete slab on grade, majority of interior walls of gypsum drywall on studs, and at least one wall with a bullet-resistant barrier; Electrical work includes building lighting and power, and fire detection and alarm systems, and mechanical HVAC and plumbing. Site work includes utilities water, sewer, storm drainage, electrical distribution, security fencing, and parking with lighting. The estimated construction cost of this project is between $1,000,000 and $2,500,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be inc luded for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format. Contractors may view and/or download this project from the Internet at the following Internet address: http://ebs-nwo.wes.army .mil/. Ordering of plans and specifications on CD-ROM shall be by registering on the Omaha District website: http://ebs-nwo.wes.army.mil/.
