Description

This is a pre-solicitation notice of a Request for Proposals for a contractor to provide all labor, materials, equipment, transportation and supervision for snow plowing and ice control services in the northern district (north of State Route 303) of the Cuyahoga Valley National Park. It is anticipated that a requirements type contract will be awarded for firm fixed unit priced snow removal services that are to be performed when the snow is at a specified depth. The work consists of snow plowing and spreading ice control materials with each plow for numerous parking lots and driveways. Snow and ice control will also be required to be cleared from sidewalks, walkways, steps, porches, elevated train platforms, wood decks, and other similar areas. A contract for one year, with four one-year options is anticipated. Award will be based on best value with all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Technical proposals will need to be submitted in addtion to price proposals. The solicitation will detail the evaluation factors and subfactors, such as past performance, management approach, etc. with their respective weights which will be used to evaluate proposal submissions. The North American Industry Classification System (NAICS) code is 561790. Proposals from all responsible sources will be considered. The solicitation with scope of work, evaluation criteria, bid schedules, and wage rates will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about July 12, 2004.
