Description
The Marine Corps Systems Command intends to award a sole source contract to Lockheed Martin Corporation, Naval Electronics & Surveillance Systems, Syracuse New York for Post-Production Support (PPS) and Contractor Engineering and Technical Services (CETS) of the AN/TPS-59(V)3 Radar System. Specific tasks will include Engineering studies, evaluations, and analysis to support system improvements, eliminate obsolescence, and capitalize on technology insertion; Developing Engineering Change Proposals (ECPs) in concert with previous studies for implementation in the system baseline; Providing for procurement and incorporation of hardware, software, or firmware in support of accepted ECPs into the end item baseline; Providing Contractor Logistics Support for the provisioning of data products subsequent to ECP procurement, including but not limited to parts list identification data, engineering drawings, change pages to drawings, change pages to Technical Manuals (TMs) and updates to Electronic TMs (IETMs); Providing Contractor Logistics Support (CLS) in the form of a Vendor Level Maintenance Program (VLM); Providing CLS in the form of Contractor Engineering and Technical Support Services (CETS) for the end item; and providing Program Management (PM) structure to encompass single interface for the management of all program elements. The Marine Corps AN/TPS-59(V)3 Radar is fielded state-of-the art technology for long range, three dimensional, low radar cross-section surveillance and tracking; missions include both Airspace Management and Theater Ballistic Missile Defense. The radar was designed and built by Lockheed Martin Corporation. The Government does not own a comprehensive technical data package on the radar. Lockheed Martin is the Original Equipment Manufacturer and the only known, responsible source with the knowledge, data, equipment, and expertise to fulfill this requirement. This contract will be for the period of one year with 4 option years. No RFP is available for competitive bidding, however interested parties are encouraged to submit a statement of capability for satisfying this requirement. No telephonic requests will be accepted. All requests should be submitted in writing to the attention of the contact person listed above. Proprietary information shall be protected and should be clearly identified.
