Description
Description This is a Presolicitation Notice. Not a Request for Proposals. The Government intends to solicit and negotiate under limited competition in accordance with a detailed market survey conducted by an independent 3rd party for the development and platform delivery of a Senior Executive Training Course. The Market Survey resulted in identifying several accredited universities and one well-known private sector firm. This is specific training where the course of study will include complex specialized advanced financial analysis, highly developed operational and cost-effective risk management tools and skills, performance measures, and mitigation. The Contractor must have substantive, recent and successful experience in providing senior executive training to federal agencies or to public sector agencies. The Contractor must have demonstrated expertise in operational, management and service delivery issues in the financial services industry. The Contractor must have delivery capacity --facilities and faculty-- immediately available in the DC metro area. Contractor shall have an established training curriculum and teaching staff in place and be able to achieve the required objectives as stated in the Statement of Work (SOW). Any response to this notice must include sufficient information to allow the evaluators to determine whether the responder has the capacity, technical capability, and corporate credibility to perform successfully. PERIOD OF PERFORMANCE: Date of award through December 31, 2004 with platform delivery between October 1, 2004 and December 31, 2004. Written proposals are due in ten business days from date of issuance of this presolicitation notice, on July 9, 2004 at 12:00 P.M.
