Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, number 7TF-04-0013, is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. NOTE: Section 508 does not apply to this requirement. Requirements: This acquisition supports the Federal Aviation Administration?s (FAA) National Defense Program (NDP) for Interior Radio Amplification and Integration. FAA operates and maintains NDP interior radio sites located throughout the country that provide voice coverage requirements for FAA Air Traffic and USAF Air Operations in direct support of Operation Nobel Eagle (ONE). The radio sites are required to augment the interior radio coverage for the air sovereignty, airspace training, and drug interdiction mission of the US Air Force (USAF). Due to the ONE requirement for robust radio capability, the Government has a need to modify 100 radio facilities to increase reception through the procurement of two Contract Line Item Numbers (CLINS). The contractor shall provide the following: CLIN 0001, CM-350UT, 50 W UHF Transmitter, NSN: SN 6030-01-505-7163, at a quantity of 100 units. CLIN 0002, CM-300UR, Receiver, NSN: SN 5840-01-505-7137, at a quantity of 100 units. The suggested source for these items is General Dynamics Decision Systems. These specific items integrate with the existing FAA architecture, which is an essential minimum requirement. However, equal items will be considered. Delivery Requirements: The delivery point is F.O.B. destination. The contractor shall preserve, package, mark, and ship all line items in accordance with the best commercial practices to ensure arrival at the destination. Installation of these items at the various sites is the responsibility of the FAA. The contractor shall deliver all items no later than September 30, 2004 to the following destination. FAA NDP AOS-510 - Air/Ground Communications, ATTN: Galen Voth, 6500 South MacArthur Blvd., Building 189, Oklahoma City, OK 73169. The contract type for this acquisition is Firm Fixed Price. FAR provisions and clauses cited in this solicitation may be accessed through the internet at http://www.arnet.gov/far/. Offerors are directed to the solicitation provision at FAR 52.212-1, Instructions to Offerors--Commercial Items (JAN 2004), which applies to this acquisition and is hereby incorporated by reference. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (MAY 2004) with their offer. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability to meet the Government requirements, (2) Past Experience and (3) Price. Technical and past experience, when combined, are more important than price. Past Experience: The offeror shall provide a narrative of at least three projects similar to the solicitation requirements. This experience must have been acquired in the past three (3) years. Provide applicable contract numbers, contract dollar values, description of tasks/deliverables, and periods of performance. Each narrative shall also include the name, phone number, and e-mail address of the person who can verify your past experience. The Past Experience factor will be evaluated based on the relevance of the offeror?s past experience compared to the solicitation requirements. The Government may supplement the information you provide with performance information it may obtain from any source including its own experience with your firm (or Subcontractor or Teaming Partner). The clause 52.212-4, Contract Terms and Conditions--Commercial Items (OCT 2003), is hereby incorporated by reference. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (JUNE 2004), is hereby incorporated by reference.
