- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. (ii) Solicitation number. W912LQ-04-R3010. This solicitation is issued as a request for proposal (RFP) using a combination of simplified acquisition procedures in accordance with Subpart 13.5 and FSS contract ordering procedures. Line items shall be awa rded on an all or none basis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2001-24, Effective 18 Jun 2004. (iv) This solicitation is issued Unrestricted. The associated standard industrial classification code is 334220. The small business size standard is 750 employees. (v) Offerors shall structure their offer using the following item: LINE ITEM 0001 - Upgrade components from GSA contract (if any), ________, LINE ITEM 0002 - Upgrade components OPEN MARKET (if any), _____, LINE ITEM 0003 -Installation, Setup, Operati onal Training , _____. In addition to the line item schedule, offers shall include a technical proposal that clearly demonstrates the offerors ability to perform the work, clearly demonstrates the ability of the items offered to meet the technical requi rement (vi) Description: The contractor shall furnish all labor, materials, supervision, and facilities necessary to provide console upgrade in accordance with the following; 0001 Upgrade components on GSA (if any) Hardware, Equipment or Services on GSA contract (if any) to support offerors proposed solution to the requirements of the attached Statement of Work. Offer shall submit with proposal a copy of information for ordering activities from GSA contract, if GS A contract items are offered. Unit of issue is Lump Sum however offeror is requested to provide a complete listing of GSA items offered for evaluation purposes. 0002 Upgrade components OPEN MARKET (if any) Hardware and Equipment open market (if any) to support offerors proposed solution to the requirements of the attached Statement of Work. Unit of issue is Lump Sum however offeror is requested to provide a complete listing and description of items offered for evaluation purposes. Offeror may be required to provide sufficient additional information to allow the government to determine technical acceptability of the offer. 0003 Installation Installation to support offeror proposed solution to the requirements of the attached Statement of Work. Installation should include setup to ensure all components operate together to result in an overall system that satisfies the intent of the statement of work. This contract is performance based. The government has described certain technical requirements to be met. If the government accepts any offeror's proposal the responsibility to meet the performance requirements of the statement of work is sti ll the responsibility of the contractor. Statement of Work for upgrading or replacing the existing Land Mobile Radio Communication System Console. Existing System: Currently we are using a Motorola CentraCom Communication Console System. The system consists of 6 operator positions 4 in the main hanger and 2 in the operations building. The system is used to give our Commander's command and control ove r the 15 different VHF/UHF radio nets on base with ease and quickness. The Motorola console equipment was installed in 1990. We currently are using all Motorola radios for both our base stations, handhelds and mobile radios using both digital and analog te chnologies. All the six operator positions are housed in Dunco console furniture. Requirements for upgrade or replacement system: The upgrade or replacement system would need to have 6 operat or positions 4 in the hanger and 2 in operations plus have the ability to add more positions if needed at a later date. Would like the 6 operator positions to be computer-based using large touch screens. The system would need to control and interface with 15 different VHF/UHF radio nets plus allow for more nets in the future. The system would also need to be able to interface with both analog and digital radios until our goal of an all-digital net is met. We would like to use as much of the current console furniture as possible. During the upgrade or replacement both systems would need to be working so that minimal down time occurs. The upgrade or replacement system would need to interface with the following Motorola radio systems: Quantar Repeaters/Base Sta tions, Astro Consollette Base Stations, Astro mobiles, XTS 5000 handhelds and XTS 3000 handhelds. In the case of being forced by NTIA in a few years to a trunked system, the console would need to be able to work in this environment with no more than a nomi nal upgrade cost needed to make the switch. (For purposes of any resulting contract the government defines nominal upgrade cost as $2000) Last the system must have the capability to support DES and TYPE-1 encrypted subscribers. This system needs to be able to work with APCO25 and narrowband radio systems. A Site Visit is scheduled for 13 July 2004 at 1000 hours.
