- The NIEHS intends to solicit and negotiate on a sole source basis under the authority of FAR 6.302-1 with IIT Research Institute, 10 West 35th Street, Chicago, IL 60616 to perform the project entitled ?Studies to Evaluate the Toxic and Carcinogenic Potential of Cell Phone Radio Frequency Radiation?. The objective of this project is to evaluate the toxic and carcinogenic potential of cell phone radio frequency radiation. The base contract (designated as Phase 1) shall include work activities associated with the procurement of equipment and materials needed to construct the 14 reverberation chamber exposure and monitoring systems, the construction/renovation of the exposure and monitoring systems, and the developmental efforts needed to demonstrate that the systems function appropriately and meet all specifications (safety features, environmental controls, field uniformity, and implementation of GSM and CDMA signal parameters) before the start of toxicity studies in laboratory animals. Upon successful completion of Phase 1, the Government may unilaterally exercise options for the conduct of thermal pilot study, perinatal/prechronic toxicity studies, chronic studies, and a carcinogenicity study in transgenic mice (Phases 2 through 5, respectively). These studies shall be conducted in accordance with the current "Specifications for the Conduct of Studies to Evaluate the Toxic and Carcinogenic Potential of Chemical, Biological and Physical Agents in Laboratory Animals for the National Toxicology Program". NOTE: A working laboratory must be in place by the date of proposal submission. A working laboratory means that the facility has in place essential features necessary to conduct GLP studies on chronic toxicity/carcinogenicity of environmental agents in large groups of rats and mice (e.g., environmentally controlled animal rooms, necropsy room, histology laboratories, quality assessment group, etc.) and expertise and staff to care for and process large numbers of animals (e.g., RF exposure engineers, toxicologists, pathologists, veterinarian, animal care technicians, prosectors, histologists, etc.). The Principal Investigator, Toxicologist, Chemist, Engineer/Exposure Specialist, Veterinarian, Health and Safety Officer and Quality Assurance Unit Officer shall be employees of the contract laboratory (i.e., not consultants or subcontractors) because the daily interaction and constant coordination of efforts needed amongst these discipline areas throughout the in-life portion of the studies makes it critical that they be physically and organizationally together. This is a notice of intent to negotiate and award a sole source procurement action and is not a request for competitive proposals. Interested parties who want to challenge the sole source may identify their interest and capability to respond to the requirement in writing or submit written proposals. Interested parties must provide complete point of contact information. Proposals received within the time guidelines set forth in the numbered notes will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Notes 22 and 26.
