- VA VISN 22 Network Business Center intends to negotiate a commercial (FAR Part 12) sole source procurement with Asbuilt Information Systems, LLC, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This procurement is to obtain all software, services and support required to implement Synergis Adept document solution for CAD integration for the Greater Los Angeles Healthcare System located at 11301 Wilshire Blvd. Los Angeles, CA 90073. Contractor shall provide all software, services and support required to implement Synergis Adept document management solution for CAD integration. Contractor shall provide the following Synergis products and services, (1) Synergis Adept 5.2 serialized master license-one (1) seat, (2) Synergis Adept 5.2 additional licenses-two (2) seats, (3) Adept annual software subscription-includes all upgrades for one year from date of invoice. Contractor shall allow payments to be billed in the arrears for the subscription. Three (3) seats, (4) Adept annual support contract-unlimited telephone or e-mail support, (5) Adept Pre-Implementation consulting-an adept implementation specialist leads a detailed discussion of VAGLAHS internal systems, processes, legacy data, network environment and use of CAD/other tools. Goals and expectations for the Adept implementation are defined. Upon completion of the discussion, an implementation Planning Guide will be delivered with time estimates for various steps of the implementation. Total time for pre-implementation consulting shall be three (3) days, (6) Adept Kick-Start Program 5-day plan, including 1/2 day consulting prior to the on-site visit, and 4.5 days on-site. VAGLAHS Staff will work with Synergis as a team sharing the implementation responsibilities. Synergis and VAGLAHS share the success of the implementation. Synergis will provide their expertise during the 4.5 days, but the VAGLAHS will be required to complete many of the actual installation and implementation responsibilities associated with actual installation and implementation as on-site time expires. As a team, Synergis will initiate much of the implementation, so that the VAGLAHS receives "on-the-job" training on how to complete the implementation, (7) Provide one (1) AutoCAD 2005 New Network License Master, DLT Solutions Item #9701-0102N (US Govt) and 1 yr software subscription. This license will follow the Archibus AutoCAD Overlay license, (8) CAFM Standards are to be developed and written during the Adept Pre-Implementation Consulting site visit and during the 5-day Kick-Start Implementation. CAFM Standards to include but not limited to: Drawing directory and structure, architectural layer names and description, site codes, building codes, discipline names, drawing naming conventions, document flow processes, methodology for document change, drawing title block, standards disk and default drawing for new projects, facilities and project documentation, deliverables, software and system standards, etc., (9) Archibus/Adept implementation support required to interface all VALGLAHS current AutoCAD drawings currently used with Archibus. There are currently 170 AutoCAD drawings used with Archibus. The contractor shall separate the architectural base on each drawing creating a new drawing with the Archibus layers x-referenced to the base architectural. This task shall be performed only on Archibus layers that are currently used, (10) Provide a block of 53 additional on-site project support hours beyond the initial 5-day kick-start program. Hours can be applied as needed to further support the integration of Adept, AutoCAD and Archibus. Additional on-site project hours shall be used within 30 days after completion of the 5-day kick-start program. Interested persons may identify their interest and capability to respond to the requirements or submit a proposal. This notice is not a request for competitive proposals. All proposals received by 4:00 P.M. Pacific Daylight Time, July 6, 2004, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
