Description
The government intends to issue a five-year cost plus award fee Indefinite Quantity/Indefinite Delivery (ID/IQ) contract commencing on approximately 1 Apr 2005. The acquisition will be a full and open competition. The work to be accomplished under this Statement of Work (SOW) is for the AirBorne Sensor (ABS) Mission Operations in support of a broad spectrum of Missile Defense Agency (MDA) test activities. Current Government Furnished Equipment (GFE) platforms include two Gulf-stream II-B and one DC-10 aircraft, though additional aircraft may be added. Services include environmentally controlled hanger(s) space for 2 Gulfstream IIB's and one DC 10, mission operations, aircraft operations and maintenance, improvement and modernization, and sensor platform integration of multiple airborne test platforms. These services include capability to integrate non-standard and/or developmental Electro Optical/Infrared (EO/IR) sensors, provide operational capability in support of Ballistic Missile Defense System (BMDS) engagement sequences including mission planning, data collection, reduction and analysis. DRAFT REQUEST FOR PROPOSAL: The Draft Request for Proposal will be posted to FedBizOpps on or about 8 Jul 2004. Comments to the draft RFP will be due 15 calendar days after initial posting and shall be submitted via e-mail to both primary and secondary POCs listed below. Questions will be blinded and responses will be posted to FedBizOpps on or about 18 Aug 2004. BIDDER?S TECHNICAL LIBRARY VIA CD OR DVD: The Bidder?s Technical Library contains information that has a military or space application. Only businesses that have been certified by the Department of Defense and have a valid need to know may have a copy of the Bidder?s technical Library. All requests for Bidder?s Technical Library must include a certified copy of DD Form 2345 and include: Name of Company, Name of Individual, Address to include building number and room number, if applicable. To request this certification, write to the Commander, Defense Logistics Services Center, ATTN: DLSC-FEB, Federal Center, Battle Creek, MI 49017-3084 and request a copy of Department of Defense Form 2345 or call the Defense Logistics Services Center on 800/352-3572. Those contractors who wish to obtain a copy of the Bidder?s Technical Library on CD or DVD may fax their requests and DD Form 2345 to 505.846.2931 or e-mail both the primary and secondary POCs listed below. SITE VISIT: A Site Visit will be conducted at two separate locations on the dates specified in attachment 1 and 2 of this synopsis to provide prospective Offerors the opportunity to tour the aircraft being provided as Government Furnish Property mentioned above. The maximum number of individual allowed per company per location will be two. Those who wish to tour either or both locations will need to provide information indicated below no later than 6 Jul 2004. WASP SITE VISIT ASC/TMK Airborne Sensor Program Site visit 23 July, 9 am, Location: Continental Maintenance Facility, Bay 5 (Raytheon Flight Test Facility), 7300 World Way West (LAX), Los Angeles, CA 90455, Visitors should fly into LAX and use taxis or rental cars to drive the approximately 3 miles to the Raytheon Flight Test Facility on the west side of Los Angeles International Airport. FINAL RFP: The final RFP is anticipated to be released on or about 20 Aug 2004. This is not a Request for Proposal. Foreign owned firms are advised they may be precluded from proposing and should contact both the primary and secondary POCs listed below prior to proposal submission. Potential offerors are notified in order to be eligible to receive any DOD award, contractors must be registered in the Central Contractor Registration (CCR) Database, unless a contractor meets any of the exceptions of DFARS 204.7302. On-line registration instructions can be accessed at www.ccr.gov. Interested contractors must indicate whether they qualify under North American Industry Classification System (NAICS) code 541710. An Ombudsman has been appointed to hear the concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels during the proposal development phase of this acquisition. Potential offerors should communicate first with the Contracting Officer to request information, pose a question, and voice concerns before contacting the Ombudsman.
