- DATE FOR RECEIPT OF CAPABILITY PACKAGES IS EXTENDED TO 10 JUL 04 TO ALLOW FOR MAXIMUM PARTICIPATION. OVERVIEW: The United States Air Force Academy (USAFA) currently has a requirement to provide support to the USAFA Cadet Administrative Management Information System (CAMIS) Modernization Project. This sources sought synopsis is part of Market Research as required by FAR Part 10. Results from this sources sought synopsis will be used to aid in acquisition planning for future solicitations. CAMIS is an enterprise-wide information system that assists USAFA leadership in tracking the progress of cadets, from pre-candidacy, through their cadet careers, and after graduation throughout their Air Force careers. The CAMIS system is a complex relational database with 90+ applications. The CAMIS system supports the business processes of USAFA to include admissions, academics, athletics, military training, ethics training, as well as institutional research. We are publishing this sources sought synopsis as part of preliminary market research seeking companies who have the capability and skills to provide the following services: support to an ongoing software re-engineering project from a legacy environment to an Oracle web-centric database, hosted in a Sun Microsystems environment, implementing modernization project support using the latest version of Oracle Relational Database Management System (RDBMS) and Computer-Aided Software Engineering tools (latest Oracle Designer toolset). This involves migrating a set of applications from the legacy environment to the Oracle web-centric database. Responsibilities include all aspects of the software life-cycle development process, excluding the long-term maintenance. You are requested to submit documentation providing specific details addressing the following SKILL SETS: Oracle Database; Oracle Designer expertise (both for database design and application development); Data modeling; Relation database design; applied experience on complex data base projects; ability to write procedural software (SQL); ability to provide technical architecture skills; expertise of Oracle Portal technology; ability to offer a wide range of technology experience and highly skilled developers; ability to offer knowledge and capabilities to simplify customer business processes; and domain experience in DoD and Academic environments are required. Additionally, you are requested to address how your company has previously, and to what extent, supported the following TASKS: 1) Project management guidance; a) Defining procedures for life cycle activities; b) Guiding life cycle activities; c) Establishing the production database design; d) Follow established procedures and standards; e) Establishing and tracking project milestones. 2) Data administration, database design, and data validation; a) Must comply with FIPS 127-1, DoD 8320.1, and AFI 33-110. 3) Application design and development through Oracle Designer. 4) Application testing (peer, functional, system, and regression); a) Including test plans, test implementation, and completed test reports (Test generation tools will be provided by the government). 5) Database / system security. 6) Prototype generation. 7) Application transition to production; a) Complete functional and user documentation; b) Provide user training. 8) Application transition to maintenance contractor. 9) Oracle database administration and Designer repository administration. 10) Configuration management; a) Must comply with AFI 33-114. 11) Ability to look at system as technical architect. FUNDING: Annual funding range should fall between $900,000 and $1.4Million. WHAT WE EXPECT TO SEE IN YOUR CAPABILITY INFORMATION: Provide specific knowledge, skills and ability (experience, domain experience, education, certifications) for various developer levels proposed for this work. Provide documentation on ability to provide a mature software process (i.e. SEI CMM level, documented processes, or past performance). Address your ability and provide estimated timeline to mobilize and become proficient with the existing product. Address your ability to adapt to changing requirements through specific instances. Past performance references (2-5 references) within last three years, government or commercial with a similar scope/complexity ($1M annual). For each reference provide: Contractor Name; Contract Number; Period of performance; Address; Point of Contact with phone number and email. If your company has the capability, but you choose not to submit a capability package, you are requested to provide a brief rationale for not participating. (i.e., you have the required skill sets and can accomplish tasks identified, but not at the scope/complexity level identified herein for the cost range identified.)
