Description
Evaluation of Authorized Nonappropriated Fund Instrumentality Investments The Office of the Under Secretary of Defense (OUSD) for Personnel and Readiness (Military Community and Family Policy) is issuing a Request for Proposal to solicit a contractor to conduct a professional review of the Armed Services nonappropriated (N AF) investment programs managed by headquarters organizational elements of: Army and Air Force Exchange Service; Navy Exchange Service Command; Marine Corps Personal Readiness D ivision; Army Community and Family Support Center; the Navy Personnel Command; and Air Force Services. The contractor will (1) Review Department of Defense (DoD) policies, past annual investment reports, and treasury management best practices found in commercial, private, and government entities; (2) Evaluate the DoD-authorized in stitutions, investments, borrowing facilities, metrics, oversight and reporting to assess the effectiveness in meeting DoD principles of safety, liquidity, and yield; (3) Contrast items in (2) with industry best practices found in commercial, private, and governmental sectors; (4) Identify the universe of investment and financing (borrowing) instruments that fall within the DoD principles and assess the associated risk of each instrument; and (5) Provide recommendations on metrics against which to evaluate the investment portfolios. This study involves six separate investment programs that total approximately $1.4 billion of nonappropriated funds.
