Description
ArsenalPART: U. S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCODE: A ?????? Research and Development Contract POC: Ms. Patsy Garrison, AMSAM-AC-OS-RB, (256) 876-8762, e-mail: patsy.garrison@redstone.army.mil/. DESCRIPTION: The U.S. Army Research, Development and Engineering Command (RDECOM), Aviation and Missile Research, Development, and Engineering Center (AMRDEC), Redstone Arsenal, AL, is seeking domestic sources capable of designing, fabricating, and installing an 800' antenna tower in the Baltimore/Washington area of Maryland. The requirements of interest for this effort are: 1. Tower Specifics . The tower must accommodate a system of four cables to be attached from the ground to a point approximately 700' to 750' above the base. These cables cannot be used as structural members of the tower or as guy wires. Periodic removal and replacement of the cables will be required, and a means of performing this task after the tower is erected should be factored into the design. The tower must comply with ANSI/EIA/TIA-222-F-1996 Specification and with all other applicable federal and local requirements . All tower-related permits will be the responsibility of the contractor. 2. Site Information. The tower will be installed on US Government property. A site survey will be required to measure soil parameters required for the tower foundation and guy wire anchor points. Site preparation and access road improvements may be required to accommodate heavy equipment. All site-related permits will be the responsibility of the contractor. 3. Guy Wires. There is interest in utilizing non-steel materials f or the tower guy wires. This is especially important for the top 200' to 300'. Also of interest is the use of steel guy wires at the ground connection that transition to non-steel at the top. Any technical and cost estimate information available on non-s teel guy wire materials that may meet these requirements is requested. Interested and capable sources are asked to submit a white paper containing the following information: 1. A description of similar efforts performed and past experience with construc tion on US Government-owned properties. 2. Information concerning non-steel guy wire and steel/non-steel joint technology as related to this request for information. 3. A Rough Order-of-Magnitude (ROM) cost estimate. This cost estimate will only be us ed for planning purposes and will not be used in any future proposal evaluations. Responses should be made within thirty (30) days from publication of this notice. Of additional interest are any unique capabilities of the offeror with respect to this req uest for information. Responses to this request for information may not be submitted by fax or by electronic means; any so sent will be disregarded. Send five (5) copies of written responses to the attention of U.S. Army Aviation and Missile Command, AMS AM-AC-OS-RB/Building 5400, (Ms. Patsy Garrison), Redstone Arsenal, AL 35898-5254. Technical questions can be addressed to Mr. Greg Johnson, U.S. Army RDECOM, AMRDEC, Propulsion and Structures Directorate, Redstone Arsenal, AL, 35898, telephone: (256) 842 -9096, fax: (256) 876-9861, e-mail: greg.johnson@rdec.redstone.army.mil. This is for information purposes only. This request for information does not constitute an Invitation for Bids or a Request for Proposal, and it is not a commitment by the U.S. Ar my to procure products or services. The GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. However, the Government may subsequently issue a Request for Proposal whic h could lead to award of a contract for the design, fabrication, and installation of similar structures.
