Description

W912PL-04-R-0022 Madrona Lateral Recycled Water Pipeline (Lateral 6A) West Basin Municipal Water District Recycled Water System, Los Angeles, California. This proposed procurement is a HUB Zone Set Aside. The North American Industry Classification System (NAICS) is 234910, Water, Sewer and Pipeline Construction, $27.5 Million average annual gross revenue for the last three (3) fiscal years. Estimated cost of construction is between $5,000,000.00 and $10,000,000.00. The scope of the contract includes construction of a recycled water transmission main ranging from 24-inch diameter cement mortar lined and tape wrapped steel pipe to 4-inch diameter C-900 Clas s 200 PVC pipelines, including tie-in connection to the existing underground 30-inch ductile iron pipe; fitting, valves, air/vacuum valve assemblies, blow??????off assemblies, cathodic protection assemblies and test stations, one bore and jack, surface res toration, traffic control, exploratory borings for utilities, and all other appurtenances, as shown on the drawings and indicated in the specifications. The construction of the recycled water pipeline will take place in the City of Torrance paved streets Firms participating in this procurement must be HUB Zone certified by the U.S. Small Business. The Government will select the offer that represents the best value to the Government by using the tradeoff process described in FAR Part 15. This process permits tradeoffs between price and technical (non-cost) factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative assessment of proposals against the source selection criteria in the solicitation. Evaluation factors may consist of the following: Past Performance on Projects of Similar Size and Scope; Inhouse Personnel Qualifications and Experience; Anticipated Subcontractors; Management Approach; Customer Satisfaction; Understanding of Requirements and Scheduling. The aforementioned evaluation factors may not be all-inclusive. The Government intends to issue this solicitation through the use of the Internet. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Facsimile or Paper) will be provided unless the Governme nt determines that it is necessary. It is therefore the contractor??????s responsibility to check the following address daily for any posted changes to this solicitation.
