Description
The BIA, Office of Indian Education Programs, Center for School Improvement, Albuquerque, New Mexico has a requirement for the development and implementation of an analytical research study to evaluate the success of the Family & Child Education (FACE) program in raising or improving: (1) School readiness skills in children entering kindergarten in a sample of FACE program sites and non-FACE sites and (2) Academic achievement levels of students in grade three in a sample of FACE program sites and non-FACE sites. The qualifications of the expert provider shall meet or exceed the following qualifications: (1) Thorough knowledge of the BIA, OIEP, FACE model, components, sites and school settings from birth through Grade 3. (2) Thorough knowledge of research design applicable to a school readiness study for Kindergarten entry children and at grade three. (3) Knowledge of early childhood and developmentally appropriate best practices. (4) Knowledge of research design and tools readily available for a study of approximately 2,500 children, in a sample of the 32 FACE sites in numerous states nationwide. (5) Knowledge of the utilization of the criterion referenced standardized test, specifically for Standford 10 for grade three. (6) Knowledge of the utilization of a kindergarten pre-readiness assessment to determine pre-readiness skills. (7) Knowledge of the compilation, analysis, & reporting of data required to address the question of the impact of FACE on early learning. (8) Consultants shall have three or more years experience working with Bureau funded schools. (9) Consultants shall have a Masters degree, preferably a Doctorate in Education or research with experience in educational research. (10) Consultants shall have the ability to conduct a research study of this complexity, including analysis and differentiation of several types of pre-readiness programs (FACE, Head Start, Even-Start, etc.), understanding various levels of family literacy; and, defining and assessing family involvement in a FACE setting. This requirement is being solicited as a commercial item in accordance with FAR Part 12, Acquisition of Commercial Items; and, as a Request for Quotes in accordance with FAR Part 13.5, Test Program for Certain Commercial Items.
