Description
This announcement constitutes a Sources Sought Synopsis. The following information is provided to assist the Naval Air Systems Command in conducting a Market Survey of Industry to determine potential interested sources who have the skills, experience, qualifications, and knowledge required to successfully provide a high-pressure pure air generator, associated hardware, engineering and production support services. The high-pressure pure air generator will provide a continuous supply of cooling air to the AIM-9 missile seeker head. The generator unit is a miniature high-pressure compressor and air-purifying unit designed for installing in the LAU-7 and LAU-127 missile launch rail. This unit will be tested, evaluated and qualified as a substitute for the existing nitrogen bottle cooling system in the LAU-7/127 missile launchers. The new high-pressure pure air generator?s physical characteristics and interface capabilities must match all weight and mass properties of the legacy launchers when the unit is installed. Based on a review of industry response to this Sources Sought Synopsis, the Government will decide the appropriate acquisition strategy. Respondents can request a copy of the Performance Specifications AS6190 and AS5654 from NAVAIR, PMA201C4, ATT: L. Woerner, 47123 Buse Road, IPT, BLG 2272, Rm. 447, Patuxent River, MD 20670 or at Lisa.Woerner@navy.mil. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating their ability to meet and execute the requirements set forth in the Performance Specifications listed above. This documentation shall address, as a minimum, the following through prior/current corporate experience demonstrating understanding, through similar experience of: (1) miniature, high pressure compressors, air purifying units; (2) design and systems engineering, design verification, first article and qualification testing; (3) planning, coordinating and conducting tests to prove system performance, and; (4) systems integration, manufacturing and delivering hardware; (5) company profile to include number of employees, Cage Code, DUNS number, NAICS Code and a statement regarding current small business status; (6) resources available such as corporate management, facilities and manning to be assigned to the project; (7) statement on whether your interest in this sources sought is to be the prime contractor or are you seeking subcontracting possibilities. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government.
