Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command, Patuxent River, MD intends to procure an E-6 In-Flight Trainer (IFT) on a fee for service basis. The purpose of this Request for Information (RFI) is to (1) announce the details of an upcoming Industry Day, and (2) request statements of interest to support the procurement of an E-6 In-Flight Trainer (IFT) on a fee for service basis. The Government has a requirement to procure a base year of 1,333.4 flight hours/4,000 landing cycles and options of 2,000 flight hours/6,000 landing cycles per year, to be flown by Navy pilots on commercial Boeing 737-Next Generation (NG) type aircraft, to be utilized as the E-6B IFT. The aircraft must retain a current FAA Airworthiness Certificate, and will be operated and maintained in accordance with all applicable Federal Aviation Regulations (FAR). The contractor must be able to accommodate the following specific taskings: (1) Aircraft flight schedule of two, five hour flights per day, every working day of the year; (2) Aircraft availability of 80% must be maintained throughout the year in order to meet the required 2,000 flight hours; (3) Aircraft must be certified ?safe for flight? by the contractor?s designated maintenance quality assurance representative (or equivalent) and available for Navy preflight a minimum of two hours prior to the scheduled launch time; (4) Aircraft must be equipped with all equipment specified in the FAA approved Master Minimum Equipment List (MMEL) for the 737 series aircraft provided for each flight; all installed equipment must be in good working order; and (5) Provide an instructor pilot who will assist, as required, with the development of training processes and procedures, assess training risks, and provide quality assessment of training procedures. The instructor pilot will be on each flight and must be qualified in accordance with FAR 61.5. The contract type will be IDIQ and will consist of a base period with options and the total contract length will not exceed five years. DETAILS ON INDUSTRY DAY: The IFT Industry Day will be conducted on 21 July 2004 at the Southern Maryland Higher Education Center, California MD. Additionally, submit any recommendations regarding what the Government could provide in areas of program requirement presentation content, site visits, etc. that would make Industry Day informative and worthwhile. Directions will be provided via email to confirm your reservation at Industry Day. A draft solicitation will be posted on the NAVAIR website in the upcoming weeks; therefore, if you would like to be notified when the draft solicitation is posted, even if you do not plan to attend the Industry Day, please notify Chris Rawlings via e-mail at Christopher.rawlings@navy.mil.
