- NASA/GSFC plans to issue as Request for Quotation NNG04069693Q on a sole source basis for the following item(s): Qty 1 - Waters 2475 Multi-Channel Fluorescence Detector Qty 1 - Waters 2996 Photodiode Array Detector Qty 1 - APPI Qty 1 - Peak Scientific Instrument model NM20LA Nitrogen Generator Qty 1 - On-Line UPS System NASA/GSFC intends to purchase the items from Waters Technologies Corporation under the authority of 10.U.S.C 2304(1)(C), Only One Responsible Source. The Government requires components of the Waters LCT Premier TOF MS coupled to a 2695 separations module (HPLC) NASA has already purchased. The APPI-APCI combination ion source is manufactured by Waters to function in our already purchased Waters LCT Premier TOF MS. The Waters fluorescence detector we have requested is manufactured by Waters to function with our Waters 2695 separations module. The use of third party products will result in software incompatibilities and hardware inefficiencies. Waters Technologies Corporation is the only known manufacturer that can meet these specifications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 07/12/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be An Ombudsman has been appointed. See NASA Specific Note "B".
